AMENDMENT TO THE PERISHABLE AGRICULTURAL COMMOD- ITIES ACT. Section 3(b) of the Perishable Agricultural Commodities Act of 1930 (7 U.S.C. 49900))) is amended— (1) by striking ": Provided, That the" and inserting the following: ". Any reserve funds in the Perishable Agricultural Commodities Act Fund may be invested by the Secretary in insured or fuUy-coUateralized interest-bearing accounts or, at the discretion of the Secretary, by the Secretary of the Treasury in United States Government debt instruments. Any interest earned on such reserve funds shall be credited to the Perishable Agricultural Commodities Act Fund and shall be available for the same purposes as the fees deposited in such fund. The"; and (2) by striking ": Provided further, That financial" and inserting ". Financial". SEC. 1362. WINE AND WINEGRAPE INDUSTRY STUDY. (a) STUDY.— The Secretary of Agriculture shall conduct a study to determine how the Department of Agriculture might best work with and support the United States wine and winegrape industry. Such study shall— (1) be designed to determine whether existing Department of Agriculture programs could be improved to better assist and support the United States wine and winegrape industry; (2) be designed to determine whether new methods or programs implemented by the Department of Agriculture could enhance wine and winegrape production and processing and expand markets for United States wine and winegrapes; (3) be conducted in consultation with local, state, and national associations or organizations of wine and winegrape producers; (4) give special emphasis to States or other geographic areas that have not traditionally had a wine and winegrape industry. (b) REPORT.— The Secretary of Agriculture shall submit a report detailing the determinations made in the study under subsection (a) to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate not later thsin December 31, 1991. Such report shall also include any recommendations to the Congress for legislation the Secretary determines may be necessary to implement the programs or methods specified under subsection (a). TITLE XIV—CONSERVATION SEC. 1401. SHORT TITLE. This title may be cited as the "Conservation Program Improvements Act".
