(e) INTERIM REPORT.—Not later than 60 days after the date of the enactment of this Act, the Commission may submit a report to the Congress concerning the ability of the Commission to obtain information and evidence necessary to carry out its duties under this subtitle and including such recommendations concerning additional authority as the Commission deems appropriate. (f) ADMINISTRATIVE SUPPORT SERVICES.—Upon the request of the Commission, the Administrator of General Services shall provide to the Commission administrative support services on a reimbursable basis. (g) POWERS OF MEMBERS AND AGENTS.—Except for actions that require a vote of the Commission, any member or agent authorized by the Commission may take any action the Commission may take. SEC. 2555. STAFF OF COMMISSION; EXPERTS AND CONSULTANTS. (a) STAFF.—Subject to such regulations as the Commission may prescribe, the Chairperson may appoint and fix the pay of such personnel as the Chairperson considers appropriate. (b) APPLICABILITY OF CERTAIN CIVIL SERVICE LAWS. — The staff of the Commission may be appointed without regard to the provisions of title 5, United States Code, governing appointments in the competitive service, and may be paid without regard to the provisions of chapter 51 and subchapter III of chapter 53 of that title relating to classification and General Schedule pay rates, except that an individual so appointed may not receive pay in excess of the annual rate of basic pay payable for GS-18 of the General Schedule. (c) EXPERTS AND CONSULTANTS. —Subject to rules prescribed by the Commission, the Chairperson may procure temporary and intermittent services under section 3109(b) of title 5, United States Code, but at rates for individuals not to exceed the annual rate of basic pay payable for GS-18 of the General Schedule. (d) STAFF OF FEDERAL AGENCIES. —Upon request of the Chairperson, the head of any Federal department or agency may detail, on a reimbursable basis, any of the personnel of that department or agency to the Commission to assist it in carrying out its duties under this Act. SEC. 2556. REPORT. (a) REPORT REQUIRED.—The Commission shall submit a final report to the President and the Congress not later than 9 months after the election of the Chairperson under section 3(f). (b) CONTENTS.—The final report shall, consistent with the duties of the Commission set forth in section 2562 of this title, contain a detailed statement of the findings, conclusions, and recommendations of the Commission. SEC. 2557. TERMINATION. The Commission shall terminate 30 days after submitting the report required by section 2566(a) of this Act. SEC. 2558. AUTHORIZATION OF APPROPRIATIONS. There are authorized to be appropriated not to exceed $1,000,000 to carry out the purposes of this Act.
