GENERAL EXPENSES For an additional amount for "Capitol Police Board, General expenses", to provide for additional costs associated with Operation Desert Shield/Operation Desert Storm, $1,081,000, to be disbursed by the Clerk of the House. LIBRARY OF CONGRESS SALARIES AND EXPENSES For an additional amount for "Salaries and Expenses", $74,000. CHAPTER V PANAMA CANAL COMMISSION PANAMA CANAL REVOLVING FUND The fiscal year 1991 obligation limitation on nonadministrative and capital programs, as set forth in Public Law 101-516, is increased by $60,000,000 to meet the unexpectedly high traffic from disruptions in world markets caused by the Middle East crisis.
