106 STAT. 1872 PUBLIC LAW 102-395 —OCT. 6, 1992 EAST-WEST CENTER To enable the Director of the United States Information Agency to provide for carrying out the provisions of the Center for Cultural and Technical Interchange Between East and West Act of 1960 (22 U.S.C. 2054-2057), by grant to the Center for Cultural and Technical Interchange Between East and West in the State of Hawaii, $26,000,000: Provided, That none of the funds appropriated herein shall be used to pay any salary, or to enter into any contract providing for the payment thereof, in excess of the rate authorized for GS-18 of the Classification Act of 1949, as amended. RUSSIAN FAR EAST TECHNICAL ASSISTANCE CENTER For necessary expenses to provide technical assistance, through an American university in a region which receives nonstop air service to and from the Russian Far East as of the date of enactment of this Act, to facilitate the development of United States business opportunities, free markets, and democratic institutions in the Russian Far East, $2,000,000, to remain available until expended: Provided, That these funds shall be available only upon enactment into law of authorizing legislation. NORTH/SOUTH CENTER To enable the Director of the United States Information Agency to provide for carrying out the provisions of the North/South Center Act of 1991, (22 U.S.C. 2075), by grant to an educational institution in Florida known as the North/South Center, $8,700,000 to remain available until expended. NATIONAL ENDOWMENT FOR DEMOCRACY For grants made by the United States Information Agency to the National Endowment for Democracy as authorized by the National Endowment for Democracy Act, $30,000,000, to remain available until expended. This title may be cited as the "Department of State and Related Agencies Appropriations Act, 1993". TITLE VI—GENERAL PROVISIONS SEC. 601. No part of any appropriation contained in this Act shall be used for publicity or propaganda purposes not authorized by the Congress. SEC. 602. No part of any appropriation contained in this Act shall remain available for obligation heyond the current fiscal year unless expressly so provided herein. Contracts. SEC. 603. The expenditure of any appropriation under this f^}*^^^.. Act for any consulting service through procurement contract, pursuinformation. ^^^^ ^ 5 U.S.C. 3109, shall be limited to those contracts where such expenditures are a matter of public record and available for public inspection, except where otherwise provided under existing law, or under existing Executive order issued pursuant to existing law.
