(a) PROGRAM. —The Secretary shall conduct a 5-year program, in accordance with sections 3001 and 3002 of this Act, to increase the efficiency of electric drive technologies, including adjustable speed drives, high speed motors, and high efficiency motors. (b) PROPOSALS. —Within 1 year after the date of enactment of this Act, the Secretary shall soUcit proposals for projects under this section. SEC. 2106. STEEL, ALUMINUM, AND METAL RESEARCH. (a) STEEL AMENDMENTS.— The Steel and Aluminimi Energy Conservation and Technology Competitiveness Act of 1988 is amended— 15 USC 5103. (1) in section 4(b)(5), by striking "Industrial Programs" and inserting in lieu thereof "Industrial Technologies"; 15 USC 5107. (2) in section 8, by inserting at the end the following new sentence: "The reports submitted at the close of fiscal years 1993, 1995, and 1997 shall also contain a complete summary of activities under the management plan and the research plan from the first year of their operation, along with an analysis of the extent to which they nave succeeded in accomplishing the purposes of this Act."; 15 USC 5108. (3) in section 9(a)(l), by striking "and $25,000,000 for fiscal year 1991" and inserting in lieu thereof "$25,000,000 for fiscal year 1991, $17,968,000 for fiscal year 1992, and $18,091,000 for each of the fiscal years 1993 through 1997, to be derived from sums authorized under section 2101(e) of the Energy Policy Act of 1992"; (4) in section 9(b), by striking "and 1991" and inserting m lieu thereof "1991, 1992, 1993, 1994, 1995, 1996, and 1997, to be derived from sums otherwise authorized to be appropriated to the Institute"; and 15 USC 5110. (5) in section 11(a), by striking "or fiscal year 1991" both places it appears and inserting in lieu thereof "fiscal year 1991, fiscal year 1992. fiscal year 1993, fiscal year 1994, fiscal year 1995, fiscal year 1996, and fiscal year 1997*. (b) METAL CASTING AMENDMENT. — Section 8 of the Department of Energy Metal Casting Competitiveness Research Act of 1990 15 USC 5307. (Public Law 101-^25) is amended by striking "and 1993" and inserting in lieu thereof "1993, 1994, 1995, 1996, and 1997, to be derived from such sums as are otherwise authorized under section 2101(e) of the Energy Policy Act of 1992". 42 USC 13456. SEC. 2107. IMPROVING EFFICIENCY IN ENERGY-INTENSIVE INDUS- TRIES. (a) SECRETARIAL ACTION.— The Secretary, in accordance with sections 3001 and 3002 of this Act, shall— (1) pursue a research, development, demonstration and commercial application program intended to improve energy efficiency and productivity m energy-intensive industries and industrial processes; and (2) undertake ioint ventures to encourage the commercialization of technologies developed under paragraph (1).
