GEANT AT ARMS AND DOORKEEPER OF THE SENATE' tO the aCCOUnt appropriated under the heading 'ARCHITECT OF THE CAPITOL' and the subheadings 'CAPITOL BUILDINGS AND GROUNDS' and 'SENATE OFFICE BUILDINGS'.". (b) FACILITIES.—The first sentence of subsection (d) of section 1 of such Act is amended— (1) by inserting "(1)" immediately after "to make expenditures for"; and (2) by inserting immediately before the period at the end thereof a semicolon and the following: "and (2) for the construction on such real property of any facilities thereon as authorized under subsection (0". SEC 1203. (a)(1) Section 320 of the Legislative Branch Appropriations Act, 1993 (40 U.S.C. 214d; Public Law 102-392; 106 Stat. 1725) is amended— (A) by redesignating subsections (h) and (i) as subsections (i) and (j), respectively; and (B) by inserting after subsection (g) the following new subsection: "(h)(1) Subject to the provisions of paragraph (2), the Secretary of the Senate shall pay such amounts to the Senate day care center equal to the tax on employers under section 3111 of the Internal Revenue Code of 1986 with respect to each employee of the Senate day care center. Such payments shall be made from the appropriations account, within the contingent fund of the Senate, 'Miscellaneous Items'. "(2) The Senate day care center shall provide appropriate documentation to the Secretary of the Senate of payment by such center of the tax described under paragraph (1), before the Secretary of the Senate may pay any amount to such center as provided under paragraph (1).". (2) The amendments made by paragraph (1) shall take effect on the first day of the first month beginning on or after the date of the enactment of this Act. (b)(1) Section 320(b)(l) of the Legislative Branch Appropriations Act, 1993 (Public Law 102-392; 106 Stat. 1725) is amended by striking out "the date of the enactment of this Act" and inserting in lieu thereof "January 1, 1993". (2) The amendment made by paragraph (1) shall take effect on the date of the enactment of this Act. SEC 1204. (a) Section 309(a) of Public Law 102-166 is amended to read as follows: "(a) IN GENERAL.—Any party aggrieved by a final decision entered pursuant to the provisions of section 308(d)(2) may petition for review by the United States Court of Appeals for the Federal Circuit. A decision may not be reviewed under this section unless a timely request for review of such decision was filed under section 308(a).". (b) The amendment made by this section shall take effect upon the date of the enactment of this Act, except that such amendment shall not affect any proceeding or suit commenced before the effective date and in all such proceedings or suits, proceedings shall be had, appeals taken, and judgments rendered in the same manner and with the same effect as if this section had not been enacted.
