(c) EFFECTIVE DATE. — "^ use isoe note. (1) IN GENERAL.— Except as provided in paragraph (2), this section and the amendments made by this section shall b^me effective on October 1, 1993. (2) REGULATIONS. —Not later than 30 days after the date of enactment of this Act, the Secretary of Agriculture shall publish, for public comment, proposed regulations to implement the amendments made by ttds section. TITLE n—ARMED SERVICES PROVISIONS SEC. 2001. LIMITATION ON COST-OF-LIVING ADJUSTMENTS FOR MIU- TARYRETIKEES. Section 1401a(b) of title 10, United States Code, is amended— (1) in paragraph (2), by striking out "The Secretary^ and inserting in lieu thereof "Except as provided in paragraph (6), the Secretary"; and (2) by adding at the end the following new paragraph: "(6) SPECIAL RULES FOR PARAGRAPH (2) FOR FISCAL YEARS 1994 THROUGH 1998. — "(A) FISCAL YEAR 1994.—In the case of an increase in the retired pay of a member or former member referred to in paragraph (2) that, pursuant to paragraph (1), becomes effective on December 1, 1993, the initial month for which such increase is payable as part of such retired pay shall (notwithstanding such December 1 effective date) be March 1994. "(B) FISCAL YEARS 1995 THROUGH 1998. — In the case of an increase in retired pay of a member or former member referred to in paragraph (2) that, pursuant to paragraph (1), becomes effective on December 1 of 1994, 1995, 1996, or 1997, the initial month for which such increase is pay- able as part of such retired pay shall (notwithstanding such December 1 effective date) be September of the following year. "(C) INAPPUCABILITY TO DISABILITY RETIREES.—Subparagraphs (A) and (B) do not apply with respect to the retired pay of a member retired under chapter 61 of this title.".
