107 STAT. 1064 PUBLIC LAW 103-111—OCT. 21, 1993 with the regular Agricultural Conservation Program and with research programs of other agencies. , CONSERVATION RESERVE PROGRAM ' (INCLUDING TRANSFERS OF FUNDS) For necessary expenses to carry out the conservation reserve program pursuant to the Food Security Act of 1985 (16 U.S.C. 3831-3845), $1,743,274,000, to remain available until expended, to be used for Commodity Credit Corporation expenditures for costshare assistance for the establishment of conservation practices provided for in approved conservation reserve program contracts, for annual rental payments provided in such contracts, and for technical assistance. WETLANDS RESERVE PROGRAM (INCLUDING TRANSFERS OF FUNDS) For necessary expenses to carry out the Wetlands Reserve Program pursuant to subchapter C of subtitle D of title XII of the Food Security Act of 1985 (16 U.S.C. 3837), $66,675,000, to remain available until expended: Provided, That the Secretary is authorized to use the services, facilities, and authorities of the Commodity Credit Corporation for the purpose of carrying out the Wetlands Reserve Program. TITLE III—FARMERS HOME AND RURAL DEVELOPMENT PROGRAMS OFFICE OF THE UNDER SECRETARY FOR SMALL COMMUNITY AND RURAL DEVELOPMENT For necessary salaries and expenses of the Office of the Under Secretary for Small Community and Rural Development to administer programs under the laws enacted by the Congress for the Farmers Home Administration, Rural Electrification Administration, Federal Crop Insurance Corporation, and rural development activities of the Department of Agriculture, $580,000. RURAL DEVELOPMENT ADMINISTRATION Notwithstanding any other provision of this Act, except section 722, the Secretary may transfer funds from the Farmers Home Administration in this Act to fund the Rural Development Administration, as authorized by law. RURAL DEVELOPMENT ADMINISTRATION AND FARMERS HOME ADMINISTRATION RURAL HOUSING INSURANCE FUND PROGRAM ACCOUNT For gross obligations for the principal amount of direct and guaranteed loans as authorized by title V of the Housing Act of 1949, as amended, to be available from funds in the Rural Housing Insurance Fund, as follows: $2,550,000,000 for loans to section 502 borrowers, as determined by the Secretary, of which $750,000,000 shall be for imsubsidized guaranteed loans;
