[H.R. 2824] Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. JAMES RIVER BASIN, RICHMOND, VIRGINIA. The project for flood control, James River Basin, Richmond, Virginia, authorized by section 401(a) of the Water Resources Development Act of 1986 (100 Stat. 4126) is modified to authorize the Secretary of the Army to construct the project at a total cost of $134,000,000, with an estimated Federal cost of $100,500,000 and an estimated non-Federal cost of $33,500,000.
