PUBLIC LAW 103-160—NOV. 30, 1993 107 STAT. 1783 (1) other accounts of the Department of Defense for the purpose of providing assistance to the independent states of the former Soviet Union; or (2) appropriations available to the Department of State and other agencies of the United States Government for the purpose of providing assistance to the independent states of the former Soviet Union for programs that the President determines will increase the national security of the United States. (c) ADMINISTRATIVE PROVISIONS. —<1) Amounts transferred under subsection (b) shall be available subject to the same terms and conditions as the appropriations to which transferred. (2) The authority to make transfers pursuant to this section is in addition to any other transfer authority of the Department of Defense. (d) COORDINATION OF PROGRAMS.—The President shall coordi- President. nate the programs described in subsection (b) with those authorized in the other provisions of this title and in the provisions of the Freedom for Russia and Emer^ng Eurasian Democracies and Open Markets Support Act of 1992 (Public Law 102-511) so as to optimize the contribution such programs make to the national interests of the United States. TITLE XIII—DEFENSE CONVERSION, RE- INVESTMENT, AND TRANSITION AS- SISTANCE SEC. 1301. SHORT TITLE. This title may be cited as the "Defense Conversion, Reinvestment, and Transition Assistence Amendments of 1993". SEC. 1302. FUNDING OF DEFENSE CONVERSION, REINVESTMENT, AND TRANSITION ASSISTANCE PROGRAMS FOR FISCAL YEAR 1994. (a) FUNDING. —O f the amounts authorized to be appropriated pursuant to this Act for the Department of Defense for nscal year 1994, the sum of $2,553,315,000 shall be available from the sources specified in subsection (b) for defense conversion, reinvestment, and transition assistance programs. (b) SOURCES OF FUNDS.—The amount set forth in subsection (a) shall be derived from the following sources in amounts as follows: (1) $147,000,000 of the amounts authorized to be appropriated piu'suant to section 108 to carry out subtitle D. (2) $2,071,315,000 of the amounts authorized to be appropriated pursuant to title IL (3) $335,000,000 of the amounts authorized to be appropriated pursuant to title IIL (c) DEFINITION. —For purposes of this section, the term "defense conversion, reinvestment, and transition assistence programs" includes the following programs and activities of the Department of Defense: (1) The programs and activities authorized by the Defense Conversion, Remvestment, and Transition Assistance Act of 1992 (division D of Fhiblic Law 102-484; 106 Stet. 2658) and the amendments made by that Act.
