PUBLIC LAW 103-317—AUG. 26, 1994 108 STAT. 1753 TITLE IV-RELATED AGENCIES DEPARTMENT OF TRANSPORTATION MARITIME ADMINISTRATION OPERATING-DIFFERENTIAL SUBSIDIES (LIQUIDATION OF CONTRACT AUTHORITY) For the payment of obligations incurred for operating-differential subsidies as authorized by the Merchant Marine Act, 1936, as amended, $214,356,000, to remain available until expended. OPER/VTIONS AND TRAINING For necessary expenses of operations and training activities authorized by law, $76,100,000, to remain available until expended: Provided, That notwithstanding any other provision of law, the Secretary of Transportation may use proceeds derived from the sale or disposal of National Defense Reserve Fleet vessels that are currently collected and retained by the Maritime Administration, to be used for facility and ship maintenance, modernization and repair, conversion, acquisition of equipment, and fuel costs necessary to maintain training at the United States Merchant Marine Academy and State msiritime academies: Provided further, That reimbursements may be made to this appropriation from receipts to the "Federal Ship Financing Fund" for administrative expenses in support of that program in addition to any amount heretofore appropriated. Of the budgetary resources available to the Maritime Administration of the Department of Transportation during fiscal year 1995, $360,000 are permanently canceled. The Secretary of Transportation shall allocate the amount of budgetary resources canceled among the Department's M£u*itime Administration accounts available for procurement and procurement-related expenses. Amounts available for procurement and procurementrelated expenses in each such account shall be reduced by the amount allocated to such account. For the purposes of this paragraph, the definition of "procurement" includes all stages of the process of acquiring property or services, beginning with the process of determining a need for a product or services and ending with contract completion and closeout, as specified in 41 U.S.C. 403(2). READY RESERVE FORCE (INCLUDING RESCISSION) For necessary expenses to acquire and maintain a surge shipping capability in the National Defense Reserve Fleet in an advanced state of readiness and for related programs, $150,000,000, to remain available until expended: Provided, That reimbursement may be made to the Operations and Training appropriation for expenses related to this program. Of the unobligated balances available under this heading, $158,000,000 are rescinded.
