Conndentialityof infomiation (a) GENERAL. —Information obtained by the Secretary of Transportation under this chapter related to a confidential matter referred to in section 1905 of title 18 may be disclosed only— (1) to another officer or employee of the United States Government for use in carrying out this chapter; or (2) in a proceeding under this chapter (except a proceeding under section 33104(a)(3)). (b) WITHHOLDING INFORMATION FROM CONGRESS.— T h is section does not authorize information to be withheld from a committee of Congress authorized to have the information. §33117. Judicial review A person that may be adversely affected by a regulation prescribed under this chapter may obtain judicial review of the regulation under section 32909 of this title. A remedy under this section is in addition to any other remedies provided by law. §33118. Preemption of State and local law When a motor vehicle theft prevention standard prescribed under section 33102 or 33103 of this title is in effect, a State or political subdivision of a State may not have a different motor vehicle theft prevention standard for a motor vehicle or major replacement part.
