PUBLIC LAW 103-337—OCT. 5, 1994 108 STAT. 2915 (1) in paragraph (1)— (A) by striking out "Non-Proliferation Program Review Committee" in the matter preceding subparagraph (A) and inserting in Heu thereof "CounterproHferation Program Review Committee"; (B) by striking out subparagraphs (B) and (E); and (C) by redesignating subparagraphs (C), (D), and (F) as subparagraphs (B), (C), and (D), respectively; (2) in paragraph (2), by adding at the end the following: "The Secretary of Energy shall serve as the Vice Chairman of the committee."; (3) in paragraph (4), by adding at the end the following: "The Secretary of Energy may delegate to the Under Secretary of Energy responsible for national security programs of the Department of Energy the performance of the duties of the Vice Chairman of the committee."; and (4) by striking out paragraph (5). (b) PURPOSES OF COMMITTEE. —Subsection (b) of such section is amended— (1) in paragraph (1)(A), by striking out "nonproliferation policy" and inserting in lieu thereof "counterproliferation policy'; and (2) by adding at the end the following new paragraphs: "(3) To establish priorities for programs and funding. "(4) To encourage and facilitate interagency and interdepartmental funding of programs in order to ensure necessary levels of funding to develop, operate, and field highly-capable systems. "(5) To ensure that Department of Energy programs are integrated with the operational needs of other departments and agencies of the Government. "(6) To ensure that Department of Energy national security programs include technology demonstrations and prototype development of equipment.". (c) DUTIES. — Subsection (c) of such section is amended— (1) in paragraph (1)— (A) by striking out "(including counterproliferation capabilities) and technologies for support of United States nonproliferation policy" in the matter preceding subparagraph (A) and inserting in lieu thereof "and technologies for support of United States nonproliferation policy and counterproliferation policy'; (B) by inserting "and" at the end of subparagraph (D); and (C) by striking out subparagraphs (F) and (G); (2) by striking out paragraphs (2), (3), and (7); (3) in paragraph (4), by striking out "to support fully the nonproliferation policy of the United States"; (4) by redesignating paragraphs (4), (5), and (6) as paragraphs (2), (3), and (4), respectively; and (5) by adding at the end the following new paragraph (5): "(5) assess each fiscal year the effectiveness of the committee actions during the preceding fiscal year, including, particularly, the status of recommendations made during such preceding fiscal year that were reflected in the budget submitted to Congress pursuant to section 1105(a) of title 31, United
