SMALL BUSINESS PROCUREMENT ADVISORY COUNCIL. 15 USC 644 note. (a) ESTABLISHMENT. —There is hereby established an interagency council to be known as the "Small Business Procurement Advisory Council" (hereinafter in this section referred to as the "Council"). (b) DUTIES. —The duties of the Council are— (1) to develop positions on proposed procurement regulations affecting the smedl business community; and (2) to submit comments reflecting such positions to appropriate regulatory authorities. (c) MEMBERSHIP. —The Council shall be composed of the following members: (1) The Administrator of the Small Business Administration (or the designee of the Administrator). (2) The Director of the Minority Business Development Agency. (3) The head of each Office of Smedl and Disadvantaged Business Utilization (established under section 15(k) of the Small Business Act (15 U.S.C. 644(k)) in each Federal agency having procurement powers. (d) CHAIRMAN. — The Council shall be chaired by the Administrator of the Small Business Administration. (e) MEETINGS. —The Council shall meet at the call of the chairman as necessary to consider proposed procurement regulations affecting the small business community. (f) CONSIDERATION OF COUNCIL COMMENTS.— The Federal Acquisition Regulatory Council and other appropriate regulatory authorities shall consider comments submitted in a timely manner pursuant to subsection (b)(2). SEC. 7106. EXTENSION OF DEFENSE CONTRACT GOAL TO COAST GUARD AND NATIONAL AERONAUTICS AND SPACE ADMINISTRATION. Section 2323 of title 10, United States Code, is amended to read as follows: ^§2323. Contract goal for small disadvantaged businesses and certain institutions of higher education "(a) GOAL.— (1) Except as provided in subsection (d), a goal of 5 percent of the amount described in subsection (b) shall be the objective of the Department of Defense, the Coast Guard, and the National Aeronautics and Space Administration in each fiscal year for the total combiiaed amount obligated for contracts and subcontracts entered into ^ivith— "(A) small business concerns, including mass media and advertising firms, owned and controlled by socially and economically disadvantaged individuals (as such term is used in section 8(d) of the Small Business Act (15 U.S.C. 637(d)) and regulations issued under that section), the majority of the earnings of which directly accrue to such individuals; "(B) historically Black colleges and universities, including any nonprofit research institution that was an integral part of such a college or university before November 14, 1986; and "(C) minority institutions (as defined in section 1046(3) of the Higher Education Act of 1966 (20 U.S.C. 1135d-^(3)),
