AGRICULTURAL RESEARCH SERVICE BUILDINGS AND FACILITIES (RESCISSION) Of the funds made available under this heading in Public Law 103-330 and other Acts, $1,400,000 are rescinded: Provided, That after completion of the construction of the National Swine Research Center Laboratory, all rights and title of the United States in that Center Laboratory shall be conveyed to Iowa State University. COOPERATIVE STATE RESEARCH SERVICE (RESCISSION) Of the funds made available under this heading in Public Law 103-330, $1,051,000 are rescinded, including $524,000 for contracts and grants for agricultural research under the Act of August 4, 1965, as amended (7 U.S.C. 450i(c)); and $527,000 for necessary expenses of Cooperative State Research Service activities: Provided, That the amount of "$9,917,000" available under this heading in Public Law 103-330 (108 Stat. 2441) for a program of capacity building grants to colleges eligible to receive funds under the Act of August 30, 1890, is amended to read "$9,207,000". BUILDINGS AND FACILITIES (RESCISSION) Of the funds made available under this heading in Public Law 103-330 and other Acts, $2,184,000 are rescinded. ANIMAL AND PLANT HEALTH INSPECTION SERVICE BUILDINGS AND FACILITIES (RESCISSION) Of the funds made available under this heading in Public Law 103-330, $2,000,000 are rescinded. RURAL DEVELOPMENT ADMINISTRATION AND FARMERS HOME ADMINISTRATION RURAL HOUSING INSURANCE FUND PROGRAM ACCOUNT (RESCISSION) Of the funds made available under this heading in Public Law 103-330, $15,500,000 for the cost of section 515 rental housing loans are rescinded.
