' RESEARCH, ENGINEERING, AND DEVELOPMENT (AIRPORT AND AIRWAY TRUST FUND) (RESCISSION) Of the available balances under this heading, $7,500,000 are rescinded. 'I GRANTS-IN-AID FOR AIRPORTS (AIRPORT AND AIRWAY TRUST FUND) (RESCISSION OF CONTRACT AUTHORIZATION) Of the available contract authority balances under this account, $2,094,000,000 are rescinded. FEDERAL HIGHWAY ADMINISTRATION LIMITATION ON GENERAL OPERATING EXPENSES (RESCISSION OF CONTRACT AUTHORIZATION) The obligation limitation under this heading in Public Law 103-331 is hereby reduced by $54,550,000. FEDERAL-AID HIGHWAYS 1 (LIMITATION ON OBLIGATIONS) (HIGHWAY TRUST FUND) (RESCISSIONS OF CONTRACT AUTHORIZATION) The obligation limitation under this heading in Public Law 23 USC 104 note. 103-331 is hereby reduced by $132,190,000, of which $27,640,000 shall be deducted from amounts made available for the Applied Research and Technology Program authorized under section 307(e) of title 23, United States Code, and $50,000,000 shall be deducted from the amounts available for the Congestion Pricing Pilot Program authorized under section 1002(b) of Public Law 102-240, and $54,550,000 shall be deducted from the limitation on General Operating Expenses: Provided, That the amounts deducted from the aforementioned programs are rescinded.
