"(2) The term 'decoration' means any decoration or award that may be presented or awarded to a member or unit of the armed forces.". (b) CLERICAL AMENDMENT. —The table of sections at the beginning of such chapter is amended by adding at the end the following new item: "1130. Consideration of proposals for decorations not previously submitted in timely fashion: procedures for review and recommendation.". Subtitle D—Officer Education Programs PART I—SERVICE ACADEMIES SEC. 531. REVISION OF SERVICE OBLIGATION FOR GRADUATES OF THE SERVICE ACADEMIES. (a) MILITARY ACADEMY.— Section 4348(a)(2)(B) of title 10, United States Code, is amended by striking out "six years" and inserting in lieu thereof "five years". (b) NAVAL ACADEMY.— Section 6959(a)(2)(B) of such title is amended by striking out "six years" and inserting in lieu thereof "five years". (c) AIR FORCE ACADEMY.— Section 9348(a)(2)(B) of such title is amended by striking out "six years" and inserting in lieu thereof "five years". (d) REQUIREMENT FOR REVIEW AND REPORT. —(1) The Secretary of Defense shall review the effects that each of various periods of obligated active duty service for graduates of the United States Military Academy, the United States Naval Academy, and the United States Air Force Academy would have on the number and quality of the eligible and qualified applicants seeking appointment to such academies. (2) Not later than April 1, 1996, the Secretary shall submit to the Committee on Armed Services of the Senate and the Committee on National Security of the House of Representatives a report on the Secretary's findings under the review, together with any recommended legislation regarding the minimum periods of obligated active duty service for graduates of the United States Military Academy, the United States Naval Academy, and the United States Air Force Academy. 10 USC 4348 (e) APPLICABILITY. — The amendments made by this section note. apply to persons first admitted to the United States Military Academy, United States Naval Academy, and United States Air Force Academy after December 31, 1991. SEC. 532. NOMINATIONS TO SERVICE ACADEMIES FROM COMMON- WEALTH OF THE NORTHERN MARIANAS ISLANDS. (a) MILITARY ACADEMY.— Section 4342(a) of title 10, United States Code, is amended by inserting after paragraph (9) the following new paragraph: "(10) One cadet from the Commonwealth of the Northern Marianas Islands, nominated by the resident representative from the commonwealth.". (b) NAVAL ACADEMY.— Section 6954(a) of title 10, United States Code, is amended by inserting after paragraph (9) the following new paragraph:
