(c) TECHNOLOGY DEVELOPMENT. —Subject to subsection (h), funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1996 for technology development in carry- ing out environmental restoration and waste management activities necessary for national security programs in the amount of $440,510,000. (d) TRANSPORTATION MANAGEMENT.— Subject to subsection (h), funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1996 for transportation management in carrying out environmental restoration and waste management activities necessary for national security programs in the amount of $13,158,000. (e) NUCLEAR MATERIALS AND FACILITIES STABILIZATION.—Subject to subsection (h), funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1996 for nuclear materials and facilities stabilization in carrying out environmental restoration and waste management activities necessary for national security programs in the amount of $1,561,854,000 to be allocated as follows: (1) For operation and maintenance, $1,447,108,000. (2) For plant projects (including maintenance, restoration, planning, construction, acquisition, modification of facilities, and the continuation of projects authorized in prior years, and land acquisition related thereto), $114,746,000, to be allocated as follows: Project 96-D-457, thermal treatment system, Richland Washington, $1,000,000. Project 96-D-458, site drainage control. Mound Plant, Miamisburg, Ohio, $885,000. Project 96-D —461, electrical distribution upgrade, Idaho National Engineering Laboratory, Idaho, $1,539,000. Project 96-D-464, electrical and utility systems upgrade, Idaho Chemical Processing Plant, Idaho National Engineering Laboratory, Idaho, $4,952,000.
