(2) Lease of a National Footwear Center in New York, New York, in the amount of $1,054,000. (c) AUTHORIZATION OF APPROPRIATIONS—There are authorized to be appropriated to the Secretary of Veterans Affairs for fiscal year 1996— (1) $94,000,000 for the major medical facility projects authorized in subsection (a); and (2) $2,790,000 for the major medical facility leases authorized in subsection (b). (d) LIMITATION—The projects authorized in subsection (a) may only be carried out using— (1) funds appropriated for fiscal year 1996 and subsequent fiscal years pursuant to the authorization of appropriations in subsection (c). (2) funds appropriated for Construction, Major Projects for a fiscal year before fiscal year 1996 that remain available for obligation; and (3) funds appropriated for Construction, Major Projects for fiscal year 1996 for a category of activity not specific to a project. (e) LIMITATION CONCERNING OUTPATIENT CLINIC PROJECTS— In the case of either of the projects for a new outpatient clinic authorized in paragraphs (1) and (2) of subsection (a)— (1) the Secretary of Veterans Affairs may not obligate any funds for that project until the Secretary determines, and certifies to the Committees on Veterans' Affairs of the Senate and House of Representatives, the amount required for the project; and (2) the amount obligated for the project may not exceed the amount certified under paragraph (1) with respect to that project. SEC. 109. (a) DESIGNATION. — The Walla Walla Veterans Medical Center located at 77 Wainwright Drive, Walla Walla, Washington, shall be known and designated as the "Jonathan M. Wainwright Memorial VA Medical Center". (b) REFERENCES. —Any reference in a law, map, regulation, document, paper, or other record of the United States to the Walla Walla Veterans Medical Center referred to in subsection (a) shall be deemed to be a reference to the "Jonathan M. Wainwright Memorial VA Medical Center". TITLE II DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT HOUSING PROGRAMS ANNUAL CONTRIBUTIONS FOR ASSISTED HOUSING For assistance under the United States Housing Act of 1937, as amended ("the Act" herein) (42 U.S.C. 1437), not otherwise provided for, $9,818,795,000 to remain available until expended: Provided, That of the total amount provided under this head, $160,000,000 shall be for the development or acquisition cost of public housing for Indian families, including amounts for housing under the mutual help homeownership opportunity program under section 202 of the Act (42 U.S.C. 1437bb): Provided further.
