PUBLIC LAW 104-208—SEPT. 30, 1996 110 STAT. 3009 -36 Provided, That not to exceed $3,000,000 shall be available for program administration and other support activities as authorized by section 391: Provided further. That of the funds appropriated herein, not to exceed 5 percent may be available for telecommunications research activities for projects related directly to the development of a national information infrastructure: Provided further. That notwithstanding the requirements of section 392(a) and 392(c) of the Act, these funds may be used for the planning and construction of telecommunications networks for the provision of educational, cultural, health care, public information, public safety, or other social services. PATENT AND TRADEMARK OFFICE SALARIES AND EXPENSES For necessary expenses of the Patent and Trademark Office provided for by law, including defense of suits instituted against the Commissioner of Patents and Trademarks, $61,252,000, to remain available until expended: Provided, That the funds made available under this heading are to be derived from deposits in the Patent and Trademark Office Fee Surcharge Fund as authorized by law: Provided further. That the amounts made available under the Fund shall not exceed amounts deposited; and such fees as shall be collected pursuant to 15 U.S.C. 1113 and 35 U.S.C. 41 and 376, shall remain available until expended. TECHNOLOGY ADMINISTRATION UNDER SECRETARY FOR TECHNOLOGY/OFFICE OF TECHNOLOGY POLICY SALARIES AND EXPENSES For necessary expenses for the Under Secretary for Technology/ Office of Technology Policy, $9,500,000: Provided, That $2,500,000 of the total amount provided under this heading shall be available to support the United States-Israel Science and Technology Commission. SCIENCE AND TECHNOLOGY NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY SCIENTIFIC AND TECHNICAL RESEARCH AND SERVICES For necessary expenses of the National Institute of Standards and Technology, $268,000,000, to remain available until expended, of which not to exceed $1,625,000 may be transferred to the "Working Capital Fund". INDUSTRIAL TECHNOLOGY SERVICES For necessary expenses of the Manufacturing Extension Partnership of the National Institute of Standards and Technology, $95,000,000, to remain available until expended, of which not to exceed $300,000 may be transferred to the "Working Capital Fund": Provided, That notwithstanding the time limitations imposed by 15 USC 278k 15 U.S.C. 278k(c)(1) and (5) on the duration of Federal financial note, assistance that may be awarded by the Secretary of Commerce
