110 STAT. 3009 -211 PUBLIC LAW 104-208—SEPT. 30, 1996 3003(d) of Public Law 99-509 (15 U.S.C. 4502): Provided, That $149,845,000 shall be for use in energy conservation programs as defined in section 3008(3) of Public Law 99-509 (15 U.S.C. 4507) and shall not be available until excess amounts are determined under the provisions of section 3003(d) of Public Law 99- 509 (15 U.S.C. 4502): Provided further, That notwithstanding section 3003(d)(2) of Public Law 99-509 such sums shall be allocated to the eligible programs as follows:$ 120,845,000 for weatherization assistance grants and $29,000,000 for State energy conservation grants. ECONOMIC REGULATION For necessary expenses in carrying out the activities of the Office of Hearing and Appeals, $2,725,000, to remain available until expended. STRATEGIC PETROLEUM RESERVE (INCLUDING TRANSFER OF FUNDS) For necessary expenses for Strategic Petroleum Reserve facility development and operations and program management activities pursuant to the Energy Policy and Conservation Act of 1975, as amended (42 U.S.C. 6201 et seq.), $220,000,000, to remain available until expended, of which $220,000,000 shall be repaid from the "SPR Operating Fund" from amounts made available from the sale of oil from the Reserve: Provided, That notwithstanding section 161 of the Energy Policy and Conservation Act, the Secretary shall draw down and sell in fiscal year 1997 $220,000,000 worth of oil from the Strategic Petroleum Reserve: Provided further, That the proceeds from the sale shall be deposited into a special account in the Treasury, to be established and known as the "SPR Operating Fund", and shall, upon receipt, be transferred to the Strategic Petroleum Reserve account for operations of the Strategic Petroleum Reserve. SPR PETROLEUM ACCOUNT Notwithstanding 42 U.S.C. 6240(d) the United States share of crude oil in Naval Petroleum Reserve Numbered 1 (Elk Hills) may be sold or otherwise disposed of to other than the Strategic Petroleum Reserve: Provided, That outlays in fiscal year 1997 resulting from the use of funds in this account shall not exceed $5,000,000. ENERGY INFORMATION ADMINISTRATION For necessary expenses in carrying out the activities of the Energy Information Administration, $66,120,000 to remain available until expended. ADMINISTRATIVE PROVISIONS, DEPARTMENT OF ENERGY Appropriations under this Act for the current fiscal year shall be available for hire of passenger motor vehicles; hire, maintenance, and operation of aircraft; purchase, repair, and cleaning of uniforms;
