"(e) ASSIGNMENTS, ETC., FOR PERIODS IN EXCESS OF 180 DAYS. — For purposes of this section, the appointment, assignment, or detail of an officer to a position shall be considered to be for a period in excess of 180 days unless the appointment, assignment, or detail specifies that it is made for a period of 180 days or less. President. " (f) WAIVER DURING PERIOD OF WAR OR NATIONAL EMER- GENCY.— The President may suspend the operation of this section during any period of war or of national emergency declared by Congress or the President.". (b) CLERICAL AMENDMENT. —The table of sections at the beginning of such chapter is amended by adding at the end the following new item: "721. General and flag officers: limitation on appointments, assignments, details, and duties outside an officer's own service.". SEC. 502. EXCLUSION OF CERTAIN RETIRED OFFICERS FROM LIMITA- TION ON PERIOD OF RECALL TO ACTIVE DUTY. Section 688(e) of title 10, United States Code, is amended— (1) by inserting "(1)" before "A member"; and (2) by adding at the end the following: "(2) Paragraph (1) does not apply to the following officers: "(A) A chaplain who is assigned to duty as a chaplain for the period of active duty to which ordered. "(B) A health care professional (as characterized by the Secretary concerned) who is assigned to duty as a health care professional for the period of active duty to which ordered. "(C) An officer assigned to duty with the American Battle Monuments Commission for the period of active duty to which ordered.". SEC. 503. CLARIFICATION OF OFFICERS ELIGIBLE FOR CONSIDER- ATION BY PROMOTION BOARDS. (a) OFFICERS ON THE ACTIVE-DUTY LIST. —Section 619(d) of title 10, United States Code, is amended— (1) by striking out "grade—" in the matter preceding paragraph (1) and inserting in lieu thereof "grade any of the following officers:"; (2) in paragraph (1)— (A) by striking out "an officer" and inserting in lieu thereof "An officer"; and (B) by striking out "; or" at the end and inserting in lieu thereof a period; (3) by redesignating paragraph (2) as paragraph (3) and in that paragraph striking out "an officer" and inserting in lieu thereof "An officer"; and (4) by inserting after paragraph (1) the following new paragraph (2): "(2) An officer who is recommended for promotion to that grade in the report of an earlier selection board convened under that section, in the case of such a report that has not yet been approved by the President.". (b) OFFICERS ON THE RESERVE ACTIVE-STATUS LIST. — Section 14301(c) of such title is amended—
