PUBLIC LAW 105-332—OCT. 31, 1998 112 STAT. 3109 "(11) providing vocational and technical education programs for adults and school dropouts to complete their secondary school education; and "(12) providing assistance to students, who have participated in services and activities under this title, in finding an appropriate job and continuing their education. "(d) RESTRICTION ON USES OF FUNDS.— An eligible agency that receives fiands under section 112(a)(2) may not use any of such funds for administrative costs. "PART C—LOCAL PROVISIONS " SEC. 131. DISTRIBUTION OF FUNDS TO SECONDARY SCHOOL PRO- 20 USC 2351. GRAMS. "(a) DISTRIBUTION FOR FISCAL YEAR 1999.—Except as provided in section 133 and as otherwise provided in this section, each eligible agency shall distribute the portion of the funds made available under section 112(a)(1) to carry out this section for fiscal year 1999 to local educational agencies within the State as follows: "(1) SEVENTY PERCENT.— From 70 percent of such portion, each local educational agency shall be allocated an amount that bears the same relationship to such 70 percent as the amount such local educational agency was allocated under section 1124 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 6333) for the preceding fiscal year bears to the total amount received under such section by all local educational agencies in the State for such preceding fiscal year. "(2) TWENTY PERCENT.— From 20 percent of such portion, each local educational agency shall be allocated an amount that bears the same relationship to such 20 percent as the number of students with disabilities who have individualized education programs under section 614(d) of the Individuals with Disabilities Education Act (20 U.S.C. 1414(d)) served by such local educational agency for the preceding fiscal year bears to the total number of such students served by all local educational agencies in the State for such preceding fiscal year. "(3) TEN PERCENT.— From 10 percent of such portion, each local educational agency shall be allocated an amount that bears the same relationship to such 10 percent as the number of students enrolled in schools and adults enrolled in training programs under the jurisdiction of such local educational agency for the preceding fiscal year bears to the number of students enrolled in schools and adults enrolled in training programs under the jurisdiction of all local educational agencies in the State for such preceding fiscal year. "(b) SPECIAL DISTRIBUTION RULES FOR SUCCEEDING FISCAL YEARS.— Except as provided in section 133 and as otherwise provided in this section, each eligible agency shall distribute the portion of funds made available under section 112(a)(1) to carry out this section for fiscal year 2000 and succeeding fiscal years to local educational agencies within the State as follows: "(1) 30 PERCENT.— 30 percent shall be allocated to such local educational agencies in proportion to the number of individuals aged 15 through 19, inclusive, who reside in the school district served by such local educational agency for the preceding fiscal year compared to the total number of such individuals who reside in the school districts served by all
