114 STAT. 1654A-338 PUBLIC LAW 106-398 —APPENDIX (4) DETAIL OF GOVERNMENT EMPLOYEES.— Federal Government employees may be detailed to the Commission in the same manner provided for the detail of Federal Government employees to the Trade Deficit Review Commission under section 127(g)(4) of the Trade Deficit Review Commission Act. (5) FOREIGN TRAVEL FOR OFFICIAL PURPOSES. —Foreign travel for official purposes by members and staff of the Commission may be authorized by either the Chairman or the Vice Chairman of the Commission. (6) PROCUREMENT OF TEMPORARY AND INTERMITTENT SERV- ICES.— The Chairman of the Commission may procure temporary and intermittent services for the Commission in the same manner provided for the procurement of temporary and intermittent services for the Trade Deficit Review Commission under section 127(g)(5) of the Trade Deficit Review Commission Act. (f) AUTHORIZATION OF APPROPRLVTIONS. — (1) IN GENERAL.— T here is authorized to be appropriated to the Commission for fiscal year 2001, and for each fiscal year thereafter, such sums as may be necessary to enable the Commission to carry out its functions under this section. (2) AVAILABILITY. —Amounts appropriated to the Commission shall remain available until expended. (g) FEDERAL ADVISORY COMMITTEE ACT.— The provisions of the Federal Advisory Committee Act (5 U.S.C. App.) shall not apply to the Commission. (h) EFFECTIVE DATE. — This section shall take effect on the first day of the 107th Congress. SEC. 1301. SPECIFICATION OF COOPERATIVE THREAT REDUCTION PROGRAMS AND FUNDS. (a) SPECIFICATION OF CTR PROGRAMS.—For purposes of section 301 and other provisions of this Act, Cooperative Threat Reduction programs are the programs specified in section 1501(b) of the National Defense Authorization Act for Fiscal Year 1997 (Public Law 104^201; 110 Stat. 2731; 50 U.S.C. 2362 note).
