Section 7 of the Abraham Lincoln Bicentennial 36 USC note Commission Act, Public Law 106-173, is amended by adding the prec. 101. following new subsections: "(f) GIFTS.— The Commission may, for the purpose of carrying out this Act, accept and use gifts of money, property, and services, and, notwithstanding section 1342 of title 31, United States Code, may accept and use voluntary services as the Commission deems necessary. " (g) DETAIL OF FEDERAL EMPLOYEES.— On the request of the Commission, the head of a Federal agency or other Federal appointing authority may detail, on a reimbursable or nonreimbursable basis, any of its employees to the Commission to assist the Commission in carrying out the duties of the Commission under this Act. Any such detail of an employee shall be without interruption or loss of civil service status or privilege.". ARCHITECT OF THE CAPITOL CAPITOL VISITOR CENTER For an additional amount for the unassigned space in the Capitol Visitor Center project, $70,000,000, to remain available until expended: Provided, That section 3709 of the Revised Statutes of the United States (41 U.S.C. 5) shall not apply to the funds made available under this heading: Provided further. That the Architect of the Capitol may not obligate any of the funds which are made available for the Capitol Visitor Center under this Act or any other Act without an obligation plan approved by the chair and ranking minority member of the Committee on Appropriations of the House of Representatives for House space and the Committee on Appropriations of the Senate for Senate space. CONGRESSIONAL CEMETERY For the perpetual care and maintenance of the historic Congressional Cemetery, $1,250,000, to remain available until expended: Provided, That $1,000,000 of such amount shall be paid to the National Trust for Historic Preservation (hereafter in this paragraph referred to as the "National Trust") for deposit into the permanently restricted account referred to in section 209(b) of the Legislative Branch Appropriations Act, 1999 (Public Law 105-275; 112 Stat. 2449) and shall be used by the National Trust in accordance with the terms and conditions applicable under such section to amounts deposited into such account: Provided further. That $250,000 of such amount shall be for the preparation of a study to develop a program for the ongoing care and maintenance of the Cemetery. LIBRARY BUILDINGS AND GROUNDS STRUCTURAL AND MECHANICAL CARE For all necessary expenses for the mechanical and structural maintenance, care and operation of the Library buildings and grounds, $21,753,000, of which $3,748,000 shall remain available
