PUBLIC LAW 107-306—NOV. 27, 2002 116 STAT. 2417 (2) The term "intelligence community" has the meaning given such term in section 3(4) of the National Security Act of 1947 (50 U.S.C. 401a(4)). (3) The term "State and local personnel" means any of the following persons involved in prevention, preparation, or response for terrorist attacks: (A) State Governors, mayors, and other locally elected officials. (B) State and local law enforcement personnel and firefighters. (C) Public health and medical professionals. (D) Regional, State, and local emergency management agency personnel, including State adjutant generals. (E) Other appropriate emergency response agency personnel. (F) Employees of private sector entities that affect critical infrastructure, cyber, economic, or public health security, as designated by the Federal Government in procedures developed pursuant to this section. (4) The term "State" includes the District of Columbia and any commonwealth, territory, or possession of the United States. SEC. 704. REPORT. (a) REPORT REQUIRED. — Not later than 12 months after the Deadline. date of the enactment of this Act, the President shall submit to President, the congressional committees specified in subsection (b) a report on the implementation of section 703. The report shall include any recommendations for additional measures or appropriation requests, beyond the requirements of section 703, to increase the effectiveness of sharing of information between and among Federal, State, and local entities. (b) SPECIFIED CONGRESSIONAL COMMITTEES.— The congressional committees referred to in subsection (a) are the following committees: (1) The Permanent Select Committee on Intelligence and the Committee on the Judiciary of the House of Representatives. (2) The Select Committee on Intelligence and the Committee on the Judiciary of the Senate. SEC. 705. AUTHORIZATION OF APPROPRIATIONS. There is authorized to be appropriated such sums as may be necessary to carry out section 703. SEC. 706. COORDINATION PROVISION. (a) PRIOR ENACTMENT.—If this Act is enacted before the Homeland Security Act of 2002, then upon the date of the enactment of the Homeland Security Act of 2002, this title shall be deemed for all purposes not to have taken effect and shall cease to be in effect. (b) SUBSEQUENT ENACTMENT. —If the Homeland Security Act of 2002 is enacted before this Act, then this title shall not take effect. 99-194O-03 -27:QL3Part3
