(b) CLERICAL AMENDMENT. — The table of sections for the National Security Act of 1947 is amended by inserting after the item relating to section 114 the following new item: "Sec. 114A. Annual report on improvement of financial statements for auditing purposes. ". SEC. 824. ANNUAL REPORT ON ACTIVITIES OF FEDERAL BUREAU OF INVESTIGATION PERSONNEL OUTSIDE THE UNITED STATES. (a) ANNUAL REPORT. — Chapter 33 of title 28, United States Code, is amended by adding at the end the following new section:

    • §540C. Annual report on activities of Federal Bureau of

Investigation personnel outside the United States "(a) The Director of the Federal Bureau of Investigation shall submit to the appropriate committees of Congress each year a report on the activities of personnel of the Federal Bureau of Investigation outside the United States. "(b) The report under subsection (a) shall include the following: "(1) For the year preceding the year in which the report is required to be submitted— "(A) the number of personnel of the Bureau posted or detailed outside the United States during the year; "(B) a description of the coordination of the investigations, asset handling, liaison, and operational activities of the Bureau during the year with other elements of the intelligence community; and "(C) a description of the extent to which information derived from activities described in subparagraph (B) was shared with other elements of the intelligence community. "(2) For the year in which the report is required to be submitted— "(A) a description of the plans, if any, of the Director— "(i) to modify the number of personnel of the Bureau posted or detailed outside the United States; or "(ii) to modify the scope of the activities of personnel of the Bureau posted or detailed outside the United States; and "(B) a description of the manner and extent to which information derived from activities of the Bureau described in paragraph (1)(B) during the year will be shared with other elements of the intelligence community. "(c) The date of the submittal each year of the report required by subsection (a) shall be the date provided in section 507 of the National Security Act of 1947. "(d) In this section, the term 'appropriate committees of Congress' means— "(1) the Committees on the Judiciary of the Senate and House of Representatives; and "(2) the congressional intelligence committees (as defined in section 3 of the National Security Act of 1947 (50 U.S.C. 401a)). ".
