legal assistance and representation to the United States Capitol Police Board or the United States Capitol Police enter an appearance in any proceeding before any court of the United States or of any State or political subdivision thereof, without compliance with any requirement for admission to practice before such court. (2) COUNSEL.—Paragraph (1) refers to— (A) the General Counsel for the United States Capitol Police Board and the Chief of the Capitol Police; (B) the Employment Counsel for the United States Capitol Police Board and the United States Capitol Police; (C) any attorney employed in the Office of the General Counsel for the United States Capitol Police or the Office of Employment Counsel for the United States Capitol Police; (D) the counsel for, or any attorney employed by, any successor office of either office described under subparagraph (C); and (E) any attorney retained by contract with either office described under subparagraph (C). (b) LIMITATIONS.— (1) DIRECTION FOR APPEARANCE.—Entrance of appearance authorized under subsection (a) shall be subject to the direction of the Capitol Police Board. (2) UNITED STATES SUPREME COURT.—The authority under subsection (a) shall not apply with respect to the admission of any person to practice before the United States Supreme Court. (c) EFFECTIVE DATE.—This section shall apply to fiscal year 2004, and each fiscal year thereafter. SEC. 1003. EXTENDED CAPITOL POLICE JURISDICTION ZONE FOR THE TRUCK INTERDICTION PROGRAM. (a) IN GENERAL.—Section 9B of the Act entitled ‘‘An Act to define the area of the United States Capitol Grounds, to regulate the use thereof, and for other purposes’’, approved July 31, 1946 (2 U.S.C. 1967) is amended— (1) in subsection (a)— (A) in paragraph (3), by striking ‘‘and’’ after the semicolon; (B) in paragraph (4), by striking ‘‘in subsection (b) of this section.’’ and inserting ‘‘under subsection (b)(1); and’’; and (C) by adding at the end the following: ‘‘(5) within the area described under subsection (b)(2)— ‘‘(A) with respect to any crime of violence committed in the presence of the member, if the member is in the performance of official duties, as defined under such regulations, when the crime is committed; and ‘‘(B) to prevent imminent loss of life or injury to person or property, if the officer is in the performance of official duties, as defined under such regulations, when the authority is exercised.’’; and (2) in subsection (b)— (A) by inserting ‘‘(1)’’ after ‘‘(b)’’; and (B) by adding at the end the following: ‘‘(2) The area referred to under subsection (a)(5) is that area bounded by the north curb of Constitution Avenue from 14th Street, N.W., to 3rd Street, N.W., the east curb of 3rd
