Circle, New York City’’ and inserting ‘‘Cross Harbor Freight Movement Project EIS, New York City’’. SEC. 375. Of the $3,400,000 appropriated under the heading ‘‘Highway Demonstration Projects’’ in Public Law 101–516 for Pennsylvania State Route 711 Bypass (Ligonier), the unobligated share shall be available for transportation projects in the counties of Allegheny, Armstrong, Cambria, Fayette, Greene, Indiana, Somerset, Washington, and Westmoreland, Pennsylvania. SEC. 376. Of the $900,000 appropriated under the heading ‘‘Federal Highway Demonstration Projects’’ in Public Law 102– 143 for Pennsylvania State Route 711 Bypass (Ligonier), the unobligated share shall be available for transportation projects in the counties of Allegheny, Armstrong, Cambria, Fayette, Greene, Indiana, Somerset, Washington, and Westmoreland, Pennsylvania. SEC. 377. Of the funds made available in Public Law 107– 87 under the Federal-aid Highways account to carry out 23 U.S.C. 129(c) and section 1064 of the Intermodal Surface Transportation Efficiency Act of 1991, as amended, $2,000,000 shall be transferred to the Federal Transit Administration’s Formula Grant account and made available to the Jersey City Pier redevelopment and terminal construction project: Provided, That, notwithstanding any other provision of law, including 23 U.S.C. 104(k), such funds shall be administered under terms and conditions deemed appropriate by the Secretary. That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Treasury Department, the United States Postal Service, the Executive Office of the President, and certain Independent Agencies, for the fiscal year ending September 30, 2003, and for other purposes, namely: TITLE I—DEPARTMENT OF THE TREASURY

For necessary expenses of the Departmental Offices including operation and maintenance of the Treasury Building and Annex; hire of passenger motor vehicles; maintenance, repairs, and improvements of, and purchase of commercial insurance policies for, real properties leased or owned overseas, when necessary for the performance of official business; not to exceed $3,500,000 for official travel expenses; not to exceed $3,813,000, to remain available until expended for information technology modernization
