‘‘(2) CONSULTATION AND ACCOMMODATION.—In carrying out paragraph (1), the Secretary shall— ‘‘(A) consult with— ‘‘(i) the Secretary of Commerce; ‘‘(ii) the National Organic Standards Board established under section 2119; ‘‘(iii) producers, processors, and sellers; and ‘‘(iv) other interested members of the public; and ‘‘(B) to the maximum extent practicable, accommodate the unique characteristics of the industries in the United States that harvest and process wild seafood.’’. SEC. 2106. TECHNICAL ASSISTANCE FOR CONSERVATION PROGRAMS. (a) IN GENERAL.—Section 1241 of the Food Security Act of 1985 (16 U.S.C. 3841) is amended by striking subsection (b) and inserting the following: ‘‘(b) TECHNICAL ASSISTANCE.— ‘‘(1) IN GENERAL.—Effective beginning on the date of enactment of the Agricultural Assistance Act of 2003, subject to paragraph (2), Commodity Credit Corporation funds made available under paragraphs (4) through (7) of subsection (a) shall be available for the provision of technical assistance (subject to section 1242) for the conservation programs specified in subsection (a). ‘‘(2) CONSERVATION SECURITY PROGRAM.—Effective for fiscal year 2004 and subsequent fiscal years, Commodity Credit Corporation funds made available to carry out the conservation security program under subsection (a)(3)— ‘‘(A) shall be available for the provision of technical assistance for the conservation security program; and ‘‘(B) shall not be available for the provision of technical assistance for conservation programs specified in subsection (a) other than the conservation security program.’’.
