Public Law 108–303 108th Congress An Act Making emergency supplemental appropriations for the fiscal year ending September 30, 2004, for additional disaster assistance. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 2004, to provide emergency supplemental appropriations for additional disaster assistance, namely: DEPARTMENT OF HOMELAND SECURITY EMERGENCY PREPAREDNESS AND RESPONSE DISASTER RELIEF For an additional amount for ‘‘Disaster Relief’’, $2,000,000,000, to remain available until expended, of which up to $30,000,000 may be transferred to ‘‘Small Business Administration Salaries and Expenses’’, for administrative expenses to carry out the disaster loans program authorized by section 7(b) of the Small Business Act: Provided, That the amounts provided herein are designated as an emergency requirement pursuant to section 402 of S. Con. Res. 95 (108th Congress), as made applicable to the House of Representatives by H.Res. 649 (108 th Congress) and applicable to the Senate by section 14007 of Public Law 108–287.
