GENERAL SERVICES ADMINISTRATION FEDERAL CITIZEN INFORMATION CENTER FUND For necessary expenses of the Federal Citizen Information Center, including services authorized by 5 U.S.C. 3109, $14,907,000, to be deposited into the Federal Citizen Information Center Fund: Provided, That the appropriations, revenues, and collections depos ited into the Fund shall be available for necessary expenses of Federal Citizen Information Center activities in the aggregate amount not to exceed $27,000,000. Appropriations, revenues, and collections accruing to this Fund during fiscal year 2005 in excess of such amount shall remain in the Fund and shall not be available for expenditure except as authorized in appropriations Acts. UNITED STATES INTERAGENCY COUNCIL ON HOMELESSNESS OPERATING EXPENSES For necessary expenses (including payment of salaries, author ized travel, hire of passenger motor vehicles, the rental of conference rooms, and the employment of experts and consultants under section 3109 of title 5, United States Code) of the United States Interagency Council on Homelessness in carrying out the functions pursuant to title II of the McKinney Vento Homeless Assistance Act, as amended, $1,500,000. NATIONAL AERONAUTICS AND SPACE ADMINISTRATION SCIENCE, AERONAUTICS AND EXPLORATION (INCLUDING TRANSFER OF FUNDS) For necessary expenses, not otherwise provided for, in the conduct and support of science, aeronautics and exploration research and development activities, including research, development, oper ations, support and services; maintenance; construction of facilities including repair, rehabilitation, revitalization, and modification of facilities, construction of new facilities and additions to existing facilities, facility planning and design, and restoration, and acquisi tion or condemnation of real property, as authorized by law; environ mental compliance and restoration; space flight, spacecraft control and communications activities including operations, production, and services; program management; personnel and related costs, including uniforms or allowances therefor, as authorized by 5 U.S.C. 5901–5902; travel expenses; purchase and hire of passenger motor vehicles; not to exceed $35,000 for official reception and representa tion expenses; and purchase, lease, charter, maintenance and oper ation of mission and administrative aircraft, $7,742,550,000, to remain available until September 30, 2006, of which amounts as determined by the Administrator for salaries and benefits; training, travel and awards; facility and related costs; information technology services; science, engineering, fabricating and testing services; and other administrative services may be transferred to ‘‘Exploration
