URBAN DEVELOPMENT ACTION GRANTS From balances of the Urban Development Action Grant Pro gram, as authorized by title I of the Housing and Community Development Act of 1974, as amended, $30,000,000 are cancelled. COMMUNITY DEVELOPMENT LOAN GUARANTEES PROGRAM ACCOUNT (INCLUDING TRANSFER OF FUNDS) For the cost of guaranteed loans, $6,325,000, to remain avail able until September 30, 2005, as authorized by section 108 of the Housing and Community Development Act of 1974, as amended: Provided, That such costs, including the cost of modifying such loans, shall be as defined in section 502 of the Congressional Budget Act of 1974, as amended: Provided further, That these funds are available to subsidize total loan principal, any part of which is to be guaranteed, not to exceed $275,000,000, notwithstanding any aggregate limitation on outstanding obligations guaranteed in sec tion 108(k) of the Housing and Community Development Act of 1974, as amended. In addition, for administrative expenses to carry out the guaranteed loan program, $1,000,000 which shall be transferred to and merged with the appropriation for ‘‘Salaries and expenses’’. BROWNFIELDS REDEVELOPMENT For competitive economic development grants, as authorized by section 108(q) of the Housing and Community Development Act of 1974, as amended, for Brownfields redevelopment projects, $25,000,000, to remain available until September 30, 2005. HOME INVESTMENT PARTNERSHIPS PROGRAM (INCLUDING TRANSFER OF FUNDS) For the HOME investment partnerships program, as authorized under title II of the Cranston Gonzalez National Affordable Housing Act, as amended, $1,930,000,000, to remain available until Sep tember 30, 2006: Provided, That of the total amount provided in this paragraph, up to $40,000,000 shall be available for housing counseling under section 106 of the Housing and Urban Develop ment Act of 1968 and no less than $2,100,000 shall be transferred to the Working Capital Fund for the development of and modifica tions to information technology systems which serve programs or activities under ‘‘Community planning and development’’. In addition to amounts otherwise made available under this heading, $87,500,000, to remain available until September 30, 2006, for assistance to homebuyers as authorized under title II of the Cranston Gonzalez National Affordable Housing Act, as amended: Provided, That the Secretary shall provide such assistance in accordance with a formula to be established by the Secretary that considers, among other things, a participating jurisdiction’s need
