(2) all contracts and purchase orders used in carrying out those activities are processed through a single procurement system. (c) CONSOLIDATION OF FINANCIAL MANAGEMENT SYSTEMS.—The Assistant Attorney General, in coordination with the Chief Information Officer and Chief Financial Officer of the Department of Justice, shall ensure that, on and after September 30, 2010, all financial management activities (including human resources, payroll, and accounting activities, as well as procurement activities) of all elements of the Office are carried out through a single financial management system. (d) ACHIEVING COMPLIANCE.— (1) SCHEDULE.—The Assistant Attorney General shall undertake a scheduled consolidation of operations to achieve compliance with the requirements of this section. (2) SPECIFIC REQUIREMENTS.—With respect to achieving compliance with the requirements of— (A) subsection (a), the consolidation of operations shall be initiated not later than 90 days after the date of the enactment of this Act; and (B) subsections (b) and (c), the consolidation of operations shall be initiated not later than September 30, 2006, and shall be carried out by the Office of Administration, in consultation with the Chief Information Officer and the Office of Audit, Assessment, and Management.

SEC. 1163. AUTHORIZATION AND CHANGE OF COPS PROGRAM TO SINGLE GRANT PROGRAM.

(a) IN GENERAL.—Section 1701 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3796dd) is amended— (1) by amending subsection (a) to read as follows: ‘‘(a) GRANT AUTHORIZATION.—The Attorney General shall carry out a single grant program under which the Attorney General makes grants to States, units of local government, Indian tribal governments, other public and private entities, and multi-jurisdictional or regional consortia for the purposes described in subsection (b).’’; (2) by striking subsections (b) and (c); (3) by redesignating subsection (d) as subsection (b), and in that subsection— (A) by striking ‘‘ADDITIONAL GRANT PROJECTS.—Grants made under subsection (a) may include programs, projects, and other activities to—’’ and inserting ‘‘USES OF GRANT AMOUNTS.—The purposes for which grants made under subsection (a) may be made are—’’; (B) by redesignating paragraphs (1) through (12) as paragraphs (6) through (17), respectively; (C) by inserting before paragraph (6) (as so redesignated) the following new paragraphs: ‘‘(1) rehire law enforcement officers who have been laid off as a result of State and local budget reductions for deployment in community-oriented policing; ‘‘(2) hire and train new, additional career law enforcement officers for deployment in community-oriented policing across the Nation;
