(b) ELEMENTS OF STUDY.—The study required by subsection (a) shall include the following determinations: (1) Any steps taken by the Department of Defense to meet the Government-wide goal of participation by small business concerns owned and controlled by service-disabled veterans in at least 3 percent of the total value of all prime contract and subcontract awards, as required under section 15(g) of the Small Business Act (15 U.S.C. 644(g)). (2) If the Department of Defense has failed to meet such goal, an explanation of the reasons for such failure. (3) Any steps taken within the Department of Defense to make contracting officers aware of the 3 percent goal and to ensure that procurement officers are working actively to achieve such goal. (4) An estimate of the number of appropriately qualified small business concerns owned and controlled by service-disabled veterans which submitted responsive offers on contracts with the Department of Defense during the preceding fiscal year. (5) Any outreach efforts made by the Department to enter into contracts with small business concerns owned and controlled by service-disabled veterans. (6) Any additional outreach efforts the Department should make. (7) The appropriate role of prime contractors in achieving goals established for small business concerns owned and controlled by service-disabled veterans under section 36 of the Small Business Act (15 U.S.C. 657f). (c) REPORT.—Not later than one year after the date of the enactment of this Act, the Secretary shall submit to Congress a report on the findings of the study conducted under this section. (d) SMALL BUSINESS CONCERN OWNED AND CONTROLLED BY SERVICE-DISABLED VETERANS.—In this section, the term ‘‘small business concern owned and controlled by service-disabled veterans’’ has the meaning given that term in section 3(q) of the Small Business Act (15 U.S.C. 632(q)).
