Section 1237D(c) of the Food Security Act of 1985 (16 U.S.C. 3837d(c)) is amended by striking paragraph ( 4 ). SEC. 22 1 0. REPORT ON IMPLICATIONS OF LONG-TERM NATURE OF CON- SERVATION EASEMENTS. (a) REPORT RE QUI RE D .— N ot later than J anuary 1, 2010, the Secretary of Agriculture shall submit to the Committee on Agri- culture of the H ouse of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report that evaluates the implications of the long-term nature of conservation easements granted under section 1237A of the Food Security Act of 1985 (16 U.S.C. 3837a) on resources of the Department of Agri- culture. (b) INCL U S IONS.—The report re q uired by subsection (a) shall include the follo w ing
(1) Data relating to the number and location of conservation easements granted under that section that the Secretary holds or has a significant role in monitoring or managing. (2) An assessment of the e x tent to which the oversight of the conservation easement agreements impacts the avail- ability of resources, including technical assistance. (3) An assessment of the uses and value of agreements with partner organi z ations. (4) Any other relevant information relating to costs or other effects that would be helpful to the Committees referred to in subsection (a). (a) E ST AB LIS HM ENT O FP RO G RAM.—Chapter 2 of subtitle D of title X II of the Food Security Act of 1985 is amended— (1) by redesignating subchapters B (farmland protection program) and C (grassland reserve program) as subchapters C and D, respectively; and (2) by inserting after subchapter A the following new sub- chapter: ‘ ‘ SubchapterB—Cons er v at i on Ste w ar d ship P ro g ra m‘ ‘SEC. 1238D.
