( C ) PRIO RI TY . —I nma k ing grants under this subsection , the S ecretary shall give p riority to eligible entities that demonstrate 2 or more of the following

(i) T he eligible entity serves a community in which the rates of food insecurity, hunger, poverty, or unemployment are demonstrably higher than national average rates. (ii) The eligible entity serves a community that has successfully carried out long-term efforts to reduce hunger in the community. (iii) The eligible entity serves a community that provides public support for the efforts of the eligible entity. (iv) The eligible entity is committed to achieving more than 1 hunger-free communities goal. ( 3 ) USE O F F UND S.— A n eligible entity shall use a grant received under this subsection to construct, e x pand, or repair a facility or e q uipment to support hunger relief efforts in the community. (d) R E P ORT.—If funds are made available under subsection (e) to carry out this section, not later than September 3 0 , 2012, the Secretary shall submit to Congress a report that describes— (1) each grant made under this section, including— (A) a description of any activity funded

and ( B ) the degree of success of each activity funded in achieving hunger free-communities goals; and (2) the degree of success of all activities funded under this section in achieving domestic hunger goals. (e) AUT H ORI ZA TION OF APPROPRIATIONS.—There are authori z ed to be appropriated such sums as are necessary to carry out this section for each of fiscal years 200 8 through 2012. SEC.4 4 06 . R E AUTHO R IZ ATIO N O F FE D ERA L FOOD ASSISTANCE P RO -G RA M S. (a) SUPP L E M ENTAL N UTRITION ASSISTAN C E PRO G RAM.— (1) AUTHORIZATION OF APPROPRIATIONS.—Section 18(a)(1) of the F ood and Nutrition Act of 2008 ( 7 U.S.C. 2027(a)(1)) is amended in the first sentence by striking ‘ ‘for each of the fiscal years 2003 through 2007 ’ ’ and inserting ‘‘for each of fiscal years 2008 through 2012’’. (2) G RANTS FOR SIMPLE APPLICATION AND ELIGI B ILITY DETERMINATION SYSTEMS AND IMPRO V ED ACCESS TO BENEFITS.— Section 11(t)(1) of the Food and Nutrition Act of 2008 (7 U.S.C. 2020(t)(1)) is amended by striking ‘‘For each of fiscal years 2003 through 2007’’ and inserting ‘‘Sub j ect to the availability of appropriations under section 18(a), for each fiscal year’’. (3) FUNDING OF EMPLOYMENT AND TRAINING PROGRAMS.— Section 1 6 (h)(1) of the Food and Nutrition Act of 2008 (7 U.S.C. 202 5 (h)(1)) is amended— (A) in subparagraph (A), by striking ‘‘the amount of— ’’ and all that follows through the end of the subparagraph and inserting ‘‘, $9 0,000,000 for each fiscal year.’’; and
