‘SEC. 1 4 47 B . GRANTS TO UPGRADE AGRICULTURE AND FOOD SCIENCES FACILITIES AND EQUIPMENT AT INSULAR AREA LAND-GRANT INSTITUTIONS. ‘‘(a) PURPOS E .— I t is the intent of Congress to assist the land - grant institutions in the insular areas in efforts to acquire, alter, or repair facilities or rele v ant equipment necessary for conducting agricultural research. ‘‘(b) M ETHO D OFA W ARDIN GG RANTS.—Grants awarded pursuant to this section shall be made in such amounts and under such terms and conditions as the Secretary determines necessary to carry out the purposes of this section. ‘‘(c) REGU L ATIONS.—The Secretary may promulgate such rules and regulations as the Secretary considers to be necessary to carry out this section. ‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There is authorized to be appropriated to carry out this section $8,000,000 for each of fiscal years 2008 through 2012.’’. SEC. 712 6 . NATIONAL RESEARC H AND TRAINING V IRTUAL CENTERS. Section 1448 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3222c) is amended by stri k ing ‘‘2007’’ each place it appears in subsections (a)(1) and (f) and inserting ‘‘2012’’. SEC. 7127. MATCHING FUNDS REQUIREMENT FOR RESEARCH AND E X TENSION ACTIVITIES OF 1 890 INSTITUTIONS. Section 1449(c) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3222d(c)) is amended— (1) in the first sentence— (A) by striking ‘‘for each of fiscal years 2003 through 2007,’’
and ( B ) by inserting ‘‘equal’’ before ‘‘matching’’; and (2) by striking the second sentence and all that follows through paragraph (5). SEC. 7128. HISPANIC-SERVING INSTITUTIONS. Section 1455 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3241) is amended— (1) in subsection (a) by striking ‘‘(or grants without regard to any requirement for competition)’’; (2) in subsection (b)(1), by striking ‘‘of consortia’’; and (3) in subsection (c)— (A) by striking ‘‘$20,000,000’’ and inserting ‘‘$40,000,000’’; and (B) by striking ‘‘2007’’ and inserting ‘‘2012’’. 7USC32 22 b– 2 .
