S.C. 5 925a ) isa m ended — (1) in su b section (b), b y stri k ing p aragraph (1) and inserting the follo w ing

‘(1) INGE NE RAL .— P aragraphs ( 4 ), (7), ( 8 ), and (11)( B )of subsection (b) of the Competitive, Special, and Facilities R esearch G rant Act (7 U.S.C. 450i) shall apply with respect to the making of grants under this section. ’ ’

(2) by striking subsection (d) and inserting the following: ‘‘(d) PR IO RI TY .—Following the completion of a peer review process for grant proposals received under this section, the Sec - retary shall give priority to those grant proposals that involve— ‘‘(1) the cooperation of multiple entities; and ‘‘(2) States or regions with a high concentration of livestock, dairy, or poultry operations.’’; ( 3 ) in subsection (e)— (A) in paragraph (1)(B), by inserting ‘‘and dairy and beef cattle waste’’ after ‘‘swine waste’’; and (B) by striking paragraph (5) and inserting the fol- lowing: ‘‘(5) ALTERNATI V E US ES AN D RENE W A B LE ENERGY.— Research and e x tension grants may be made under this section for the purpose of finding innovative methods and technologies to allow agricultural operators to make use of animal waste, such as use as fertili z er, methane digestion, composting, and other useful byproducts.’’; (4) by redesignating subsection (g) as subsection (f); and (5) in subsection (f) (as so redesignated), by striking ‘‘2007’’ and inserting ‘‘2012’’. SEC. 720 6 . ORGANIC AGRICU L TURE RESEARCH AND EXTENSION INI- TIATIVE. (a) IN GENERAL.—Section 1672B of the Food, Agriculture, Con- servation, and Trade Act of 1990 (7 U.S.C. 5925b) (commonly known as the ‘‘ O rganic Agriculture Research and E xtension Initiative’’) is amended— (1) in subsection (a)— (A) in paragraph (5), by striking ‘‘and’’ after the semi- colon; (B) in paragraph (6), by striking the period at the end and inserting a semicolon; and (C) by adding at the end the following: ‘‘(7) examining optimal conservation and environmental outcomes relating to organically produced agricultural products; and ‘‘(8) developing new and improved seed varieties that are particularly suited for organic agriculture.’’; and (2) by adding at the end the following: ‘‘(f) FUNDING.— ‘‘(1) IN GENERAL.—Of the funds of the Commodity Credit Corporation, the Secretary shall make available to carry out this section— ‘‘(A) $ 18,000,000 for fiscal year 2009; and ‘‘(B) $20,000,000 for each of fiscal years 2010 through 2012.
