(c) AU T H ORI Z ATION O F APPROPRIATION S .—There is authori z ed to be appropriated to the Secretary to carry out this section $ 1 ,0 00,000 for each of fiscal years 200 8 through 2012, to remain available until e x pended. SEC.10 10 6 . FARM ERS ’ MAR K E TP R O MOT I O N PRO G RAM. Section 6 of the F armer-to-Consumer D irect M ar k eting Act of1 97 6(7 U .S.C. 3 00 5 ) is amended— (1) in subsection (a), by inserting ‘ ‘and to promote direct producer-to-consumer marketing ’ ’ before the period at the end; (2) in subsection (b)(1)— (A) in subparagraph (A), by inserting ‘‘agri-tourism activities,’’ after ‘‘programs,’’; and ( B ) in subparagraph (B)— (i) by inserting ‘‘agri-tourism activities,’’ after ‘‘pro- grams,’’ and (ii) by striking ‘‘infrastructure’’ and inserting ‘‘mar- keting opportunities’’; (3) in subsection (c)(1), by inserting ‘‘or a producer network or association’’ after ‘‘cooperative’’; and ( 4 ) by striking subsection (e) and inserting the following

‘‘(e) FUN D IN G .— ‘‘(1) I N GENERA L .— O f the funds of the Commodity Credit Corporation, the Secretary shall use to carry out this section— ‘‘(A) $3,000,000 for fiscal year 2008; ‘‘(B) $5,000,000 for each of fiscal years 2009 through 2010; and ‘‘(C) $10,000,000 for each of fiscal years 2011 and 2012. ‘‘(2) USE OF FUNDS.— N ot less than 10 percent of the funds used to carry out this section in a fiscal year under paragraph (1) shall be used to support the use of electronic benefits trans- fers for Federal nutrition programs at farmers’ markets. ‘‘(3) INTERDEPART M ENTAL C OORDINATION.—In carrying out this subsection, the Secretary shall ensure coordination between the various agencies to the maximum extent practicable. ‘‘(4) L IMITATION.—Funds described in paragraph (2)— ‘‘(A) may not be used for the ongoing cost of carrying out any pro j ect; and ‘‘(B) shall only be provided to eligible entities that demonstrate a plan to continue to provide E BT card access at 1 or more farmers’ markets following the receipt of the grant.’’. SEC. 1010 7 . SPECIA L T Y CROPS MARKET NE W S ALLOCATION. (a) IN G ENERAL.—The Secretary shall— (1) carry out market news activities to provide timely price and shipment information of specialty crops in the United States; and (2) use funds made available under subsection (b) to increase the reporting levels for specialty crops in effect on the date of enactment of this Act. 7USC162 2 b.
