12 2 STA T . 122 PUBLIC LA W 11 0– 1 8 1 —J A N .28 , 2008 ‘ ‘ (5)Toensur e tha t the mil itar yf amily rea d iness p ro g rams and a c ti v ities of the D epartment of Defense undergo continuous evaluation in order to ensure that resources are allocated and e x pended for such programs and activities to achieve Depart - ment- w ide family readiness goals . ‘‘(c) ELEM E NTSOFP OL ICY . — The policy re q uired under su b - section (a) shall include the following elements

‘‘( 1 ) A list of military family readiness programs and activi- ties. ‘‘( 2 ) Department of Defense-wide goals for military family support , including j oint programs, both for military families of members of the regular components and military families of members of the reserve components. ‘‘( 3 ) Policies on access to military family support programs and activities based on military family populations served and geographical location. ‘‘( 4 ) M etrics to measure the performance and effectiveness of the military family readiness programs and activities of the Department of Defense. ‘‘(5) A summary, by fiscal year, of the allocation of funds (including appropriated funds and nonappropriated funds) for major categories of military family readiness programs and activities of the Department of Defense, set forth for each of the military departments and for the O ffice of the S ecretary of Defense. ‘‘(d) ANN UA L R E P O R T.— N ot later than March 1, 2 0 0 8 , and each year thereafter, the Secretary of Defense shall submit to the congressional defense committees a report on the plans required under subsection (a) for the five-fiscal year period beginning with the fiscal year in which the report is submitted. Each report shall include the plans covered by the report and an assessment of the discharge by the Department of Defense of the previous plans submitted under this section. ’ ’. (b) REPORT ON MILITARY F AMILY REA D INESS POLICY.—Not later than February 1, 200 9 , the Secretary of Defense shall submit to the congressional defense committees a report setting forth the policy developed under section 1 7 81b of title 10, U nited States C ode, as added by subsection (a). (c) SUR V EYS OF MILITARY FAMILIES.—Section 1782 of title 10, United States Code, is amended by adding at the end the following new subsection: ‘‘(d) SURVEY RE Q UIRED FOR FISCAL Y EAR 2010.—Notwith- standing subsection (a), during fiscal year 2010, the Secretary of Defense shall conduct a survey otherwise authori z ed under such subsection. Thereafter, additional surveys may be conducted not less often than once every three fiscal years.’’. (d) CLERICAL AMENDMENT.—The table of sections at the begin- ning of subchapter I of chapter 88 of such title is amended by inserting after the item relating to section 1781 the following new items: ‘ ‘ 178 1 a.Dep a rtm e n t of Defen s e Mil itar yF amily R ea d iness C o u n c il. ‘‘1781 b . Department of Defense policy and plans for military family readiness. ’ ’. SEC.582 . Y E L L OWRIB BO N REIN T E G R A TION P ROGRA M . (a) ESTA B LIS H MENT OF PRO G RAM.—The Secretary of Defense shall establish a national combat veteran reintegration program to provide National G uard and Reserve members and their families 10USC 10101 note.
