‘‘(II) do not enter into the commerce of the intermediate country e x ce p t for the purpose of a sale other than at retail; and ‘‘(III) ha v e not b een sub j ected to operations in the intermediate country other than loadin g, unloading, or other activities necessary to preserve the articles in good condition . ‘‘( 4 ) KNIT- T O - SHAPE . —A good is ‘ k nit-to-shape ’ if 50 percent or more of the exterior surface area of the good is formed by major parts that have been knitted or crocheted directly to the shape used in the good, w ith no consideration being given to patch pockets, appli q ue ´ s, or the like. M inor cutting, trimming, or sewing of those major parts shall not affect the determination of whether a good is ‘knit-to-shape.’ ‘‘(5) W HO L L Y ASSE MB LE D .—A good is ‘wholly assembled’ in H aiti if all components, of which there must be at least two, pre-existed in essentially the same condition as found in the finished good and were combined to form the finished good in Haiti. Minor attachments and minor embellishments (for example, applique´ s, beads, spangles, embroidery, and but- tons) not appreciably affecting the identity of the good, and minor subassemblies (for example, collars, cuffs, plackets, and pockets), shall not affect the determination of whether a good is ‘wholly assembled’ in Haiti.’’. (g) T E R MINATION.— S ection 213 Aofthe C aribbean B asin E co- nomic R ecovery Act (1 9U .S.C. 2 7 03a) is amended by adding at the end the following new subsection

‘‘(g) TERMINATION.—Except as provided in subsection (b)(1), the duty-free treatment provided under this section shall remain in effect until September 30, 201 8 .’’. (h) CON F ORMIN G AMENDMENTS.—Subsection (e)(1) of section 213A of the Caribbean Basin Economic Recovery Act (19 U.S.C. 2703a(e)(1)) is amended by striking ‘‘the Bureau of Customs and Border P rotection’’ each place it appears and inserting ‘‘U.S. Cus- toms and Border Protection’’. SEC.15403 . LABOR O M B UD SMA N AND T EC H N I CAL ASSISTANCE IM P RO V EMENT AND COMPLIANCE NEEDS ASSESSMENT AND REMEDIATION PRO G RAM. Section 213A of the Caribbean Basin Economic Recovery Act (19 U.S.C. 2703a), as amended by section 15402 of this Act, is amended— (1) in subsection (a)— (A) by redesignating paragraph (5) as paragraph (8): (B) by redesignating paragraphs (2) through (4) as paragraphs (4) through ( 6 ), respectively; (C) by inserting after paragraph (1) the following new paragraphs: ‘‘(2) APPROPRIATE C ONGRESSIONAL COMMITTEES.—. The term ‘‘appropriate congressional committees’’ means the Committee on F inance of the Senate and the Committee on Ways and Means of the House of Representatives. ‘‘(3) CORE LABOR STANDARDS.—The term ‘‘core labor stand- ards’’ means— ‘‘(A) freedom of association;
