12 2 STA T . 1 830PUBLIC LA W 110 – 2 46—J U NE 18 , 2008 ‘ ‘ (1)REPORT RE QUI RE D.—Notla t er t h a n90d a ys a f ter the date of ena c t m ent of the F ood ,C onser v at i on, and E ner g y A ct of 2 00 8 , the Administrator and the S ecretary shall s ub mit to each a p propriate committee of Congress a report that con - tains a description of each effort ta k en by the Administrator and the Secretary to improve planning for food and transpor- tation procurement (including efforts to eliminate bunching of food purchases). ‘‘(2) CO N TENT S .—A report re q uired under paragraph (1) should include a description of each effort taken by the Adminis- trator and the Secretary— ‘‘(A) to improve the coordination of food purchases made by— ‘‘(i) the U nited States Agency for I nternational D evelopment

and ‘‘(ii) the Department of Agriculture; ‘‘( B ) to increase fle x ibility w ith respect to procurement schedules; ‘‘(C) to increase the use of historical analyses and fore- casting; and ‘‘(D) to improve and streamline legal claims processes for resolving transportation disputes. ’ ’. SEC.302 3. MI C RONUT RIENT F ORTIFIC A TION P RO G RAMS. Section 4 1 5 of the Food for P eace Act ( 7 U.S.C. 17 36 g – 2) is amended— (1) in subsection (a)— (A) in paragraph (1), by striking ‘‘Not later than Sep- tember 30, 2003, the Administrator, in consultation with the Secretary’’ and inserting ‘‘Not later than September 30, 2008, the Administrator, in consultation with the Sec- retary’’; and (B) in paragraph (2)— (i) in subparagraph (A), by adding ‘‘and’’ after the semicolon at the end; and (ii) by striking subparagraphs (B) and (C) and inserting the following

‘‘(B) assess and apply technologies and systems to improve and ensure the quality, shelf life, bioavailability, and safety of fortified food aid agricultural commodities, and products of those agricultural commodities, using rec- ommendations included in the report entitled ‘ M icro- nutrient Compliance Review of Fortified Public L aw 480 Commodities’, published in O ctober 2001, with implementa- tion by independent entities with proven experience and expertise in food aid commodity quality enhancements.’’; (2) by striking subsection (b) and redesignating subsections (c) and (d) as subsections (b) and (c), respectively; and (3) in subsection (c) (as redesignated by paragraph (2)), by striking ‘‘2007’’ and inserting ‘‘2012’’. SEC. 302 4 . J O H N OGONO W S K IAN D DOUG B EREUTER FARMER - TO- FARMER PROGRAM. (a) MINI M UM FUNDIN G .—Section 501(d) of the Food for Peace Act (7 U.S.C. 1737(d)) is amended in the matter preceding para- graph (1)— (1) by striking ‘‘not less than’’ and inserting ‘‘not less than the greater of $ 10,000,000 or’’; and
