‘‘(II) baseline information relevant to the stated goals and desired outcomes of the pilot project; and ‘‘(III) e q uivalent information about similar or identical measures among control or comparison groups that did not participate in the pilot project . ‘‘( C ) PUBLICD I S S EM I NAT I O N. — In addition to the reporting requirements under subparagraph ( B ), evaluation results shall be shared broadl y to inform policy ma k ers, service providers, other partners, and the public in order to promote w ide use of successful strategies. ‘‘( 5 ) F UNDIN G .— ‘‘( A ) AUT H O R I Z ATION O F A P PROPRIATIONS.— T here are authori z ed to be appropriated such sums as are necessary to carry out this section for each of fiscal years 20 0 8 through 20 1 2. ‘‘(B) M ANDATOR Y FUNDING.— O ut of any funds made available under section 18, on October 1, 2008, the S ec- retary shall make available $ 20,000,000 to carry out a project described in paragraph ( 3 )( E ), to remain available until e x pended. ’ ’. SEC.41 4 2 . S TUDYON CO MPAR A BL E ACCESS TO SUPPLEMENTAL NUTR I TION ASSISTANCE F OR PUERTO RICO. (a) IN G ENERAL.—The Secretary shall carry out a study of the feasibility and effects of including the Commonwealth of Puerto R ico in the definition of the term ‘‘State’’ under section 3 of the Food and N utrition Act of 2008 ( 7U .S.C. 2012), in lieu of providing block grants under section 1 9 of that Act (7 U.S.C. 2028). (b) INCLUSIONS.—The study shall include— (1) an assessment of the administrative, financial manage- ment, and other changes that would be necessary for the Commonwealth to establish a comparable supplemental nutri- tion assistance program, including compliance with appropriate program rules under the Food and Nutrition Act of 2008 (7 U.S.C. 2011 et seq.), such as— (A) benefit levels under section 3(u) of that Act (7 U.S.C. 2012(u)); (B) income eligibility standards under sections 5(c) and 6 of that Act (7 U.S.C. 201 4 (c), 2015); and (C) deduction levels under section 5(e) of that Act (7 U.S.C. 2014(e)); (2) an estimate of the impact on Federal and Common- wealth benefit and administrative costs; (3) an assessment of the impact of the program on low- income Puerto Ricans, as compared to the program under sec- tion 19 of that Act (7 U.S.C. 2028); and (4) such other matters as the Secretary considers to be appropriate. (c) REPORT.—Not later than 2 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Agri- culture of the H ouse of Representatives and the Committee on
