and ‘‘(II) resulting benefits. ‘‘(v) RESER VA TIO N O F F U N D S.— ‘‘(I) IN G ENERA L .—For each of fiscal years 2 0 0 8 through 20 1 2, the Secretary shall reserve not less than 5 percent of the funds made available to carry out this subsection to carry out this subpara- graph. ‘‘(II) AVAILA B ILITY OF FUNDS.—Funds reserved under subclause (I) for a fiscal year shall be reserved until April 1 of the fiscal year. ’ ’. SEC.601 6. AP P RO PR I A T E TEC HN O L O GY TRANS F ERFORR U RAL AREAS. Section 3 10 B of the Consolidated Farm and Rural D evelopment Act ( 7U .S.C. 1 9 32) is amended by adding at the end the follo w ing

‘‘(i) APPROPRIATE T E CH NOLOGY TRANSFER FOR RURAL AREAS PROGRA M .— ‘‘(1) DEFINITION OF NATIONAL NONPROFIT AGRICULTURAL ASSISTANCE INSTITUTION.—In this subsection, the term ‘national nonprofit agricultural assistance institution’ means an organi z ation that— ‘‘(A) is described in section 501(c)(3) of the Internal Revenue Code of 198 6 and e x empt from taxation under 501(a) of that Code; ‘‘(B) has staff and offices in multiple regions of the United States; ‘‘(C) has experience and expertise in operating national agriculture technical assistance programs; ‘‘(D) expands markets for the agricultural commodities produced by producers through the use of practices that enhance the environment, natural resource base, and q uality of life; and ‘‘( E ) improves the economic viability of agricultural operations. ‘‘(2) ESTABLISHMENT.—The Secretary shall establish a national appropriate technology transfer for rural areas pro- gram to assist agricultural producers that are seeking informa- tion to— ‘‘(A) reduce input costs; ‘‘(B) conserve energy resources; ‘‘(C) diversify operations through new energy crops and energy generation facilities; and
