(c) CONF O RMI N GA M E N D MEN TS . — ( 1 ) S ection 2 of the Agricultural R esearch ,Ex tension, and Education Refor m Actof1 9 9 8 ( 7U .S.C. 7 60 1) is amended— (A) by redesignating paragraph (6) as paragraph (7)
and (B) by inserting after paragraph ( 5 ) the following
‘‘(6) HIS PA NI C -SER V ING AGRIC UL TURAL COLLEGES AND UNIVERSITIES.— T he term ‘Hispanic-serving agricultural colleges and universities’ has the meaning given the term in section 1404 of the N ational Agricultural Research, Extension, and Teaching P olicy Act of 1977 (7 U.S.C. 3103).’’. (2) Section 102(c) of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7612(c)) is amended— (A) in the subsection heading, by inserting ‘‘AND HIS- PANIC-SERVING AGRICULTURAL COLLEGES AND UNIVER- SITIES’’ after ‘‘ I NSTITUTIONS’’; and (B) in paragraph (1), by striking ‘‘ and 1994 Institution’’ and inserting ‘‘1994 Institution, and Hispanic-serving agri- cultural college and university’’. (3) Section 103(e) of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7613(e)) is amended by adding at the end the following: ‘‘(3) HISPANIC-SERVING AGRICULTURAL COLLEGES AND UNIVERSITIES.—To be eligible to obtain agricultural extension funds from the Secretary for an activity, each Hispanic-serving agricultural college and university shall— ‘‘(A) establish a process for merit review of the activity; and ‘‘(B) review the activity in accordance with such process.’’. (4) Section 406(b) of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7626(b)) is amended by striking ‘‘and 1994 Institutions’’ and inserting ‘‘, 1994 Institutions, and Hispanic-serving agricultural colleges and universities’’. SEC.7130 . INT E R N A TI O NA L A G RIC U LTURAL RESEARC H, E X TENSION, AN D EDUCATION. Section 1458(a) of the National Agricultural Research, Exten- sion, and Teaching Policy Act of 1977 (7 U.S.C. 3291(a)) is amended— (1) in paragraph (1)— (A) in subparagraph (A), by striking ‘‘and’’ after the semicolon; (B) in subparagraph (B), by adding ‘‘and’’ at the end; and (C) by adding at the end the following: ‘‘(C) giving priority to those institutions with existing memoranda of understanding, agreements, or other formal ties to United States institutions, or F ederal or State agen- cies;’’; (2) by striking paragraph (3) and inserting the following:
