and ‘‘( 2 ) include e x plicit mechanisms to communicate results to producers and the pu b lic. ‘‘(g) BU I LD I NG S A ND F A C ILITIES.—Funds made available under this section shall not be used for the construction of a ne w building or facility or the ac q uisition, expansion, remodeling, or alteration of an existing building or facility (including site grading and improvement, and architect fees). ‘‘(h) FUNDING.— ‘‘(1) IN GENERAL.— O f the funds of the C ommodity Credit Corporation, the Secretary shall make available to carry out this section $30 ,000,000 for fiscal year 200 8 and $ 5 0,000,000 for each of fiscal years 200 9 through 2012, from which activities under each of paragraphs (1) through (5) of subsection (b) shall be allocated not less than 10 percent. ‘‘(2) A UT H ORI Z ATION O F A P PROPRIATIONS.—In addition to funds made available under paragraph (1), there is authori z ed to be appropriated to carry out this section $100,000,000 for each of fiscal years 2008 through 2012. ‘‘(3) T RANSFER.—Of the funds made available to the Sec- retary under paragraph (1) for fiscal year 2008 and authorized for use for payment of administrative expenses under section 1 46 9(a)(3) of the N ational Agricultural R esearch, E xtension, and Teaching Policy Act of 19 7 7(7 U .S.C. 3315(a)(3)), the Secretary shall transfer, upon the date of enactment of this section, $200,000 to the Office of Prevention, Pesticides, and Toxic Substances of the Environmental Protection Agency for use in conducting a meta-analysis relating to methyl bromide. ‘‘(4) A V AILA B ILIT Y .—Funds made available pursuant to this subsection for a fiscal year shall remain available until expended to pay for obligations incurred in that fiscal year. ’ ’. (b) COORDINATION.—In carrying out the amendment made by this section, the Secretary shall ensure that the D ivision Chief of the applicable Research, Education, and Extension Office estab- lished under section 251 of the Department of Agriculture Reorga- nization Act of 1994 (7 U.S.C. 6971) coordinates projects and activi- ties under this section to ensure, to the maximum extent prac- ticable, that unnecessary duplication of effort is eliminated or mini- mized. SEC.7312 . FO O DANIM A LR ESID U EA V OIDANCE DA T A B ASE P RO G RAM. Section 604 of the Agricultural Research, Extension, and Edu- cation Reform Act of 1998 (7 U.S.C. 7642) is amended by adding at the end the following

‘‘(e) AUTHORIZATION OF APPROPRIATIONS.—In addition to any other funds available to carry out subsection (c), there is authorized to be appropriated to carry out this section $2,500,000 for each of fiscal years 2008 through 2012.’’. SEC. 7313. OFFICE OF PEST MANAGEMENT POLIC Y . Section 614(f) of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7653(f)) is amended by striking ‘‘2007’’ and inserting ‘‘2012’’. 7USC 7 632note.
