(a)INGE NE RAL.—Section208 o f t h e D i s t r ict of C o lumb ia P ublic Postsecon d ar yE ducation R eor g ani z ation A ct (Public L a w93–471; 88 Stat. 1428) is amended— (1) in subsection (b)(2) , by stri k ing ‘ ‘,e x ce p t ’ ’ and all that follows through the period and inserting a period; and (2) in subsection (c)— (A) by striking ‘‘section 3’’ each place it appears and inserting ‘‘section 3(c)’’; and ( B ) by striking ‘‘Such sums may be used to pay’’ and all that follows through ‘‘work.’’. Except as otherwise pro v ided in this subtitle, in this subtitle

(1) CA P ACIT Y AN D INFRA S TR U CTURE PR OG RA M .—The term ‘‘capacity and infrastructure program’’ has the meaning given the term in subsection (f)(1) of section 2 5 1 of the Department of Agriculture Reorganization Act of 1994 (7 U .S.C. 6 971) (as added by section 7511(a)(4)). (2) CAPACITY AND INFRASTRUCTURE PROGRAM CRITICAL B ASE FUNDING.—The term ‘‘capacity and infrastructure program crit - ical base funding’’ means the aggregate amount of F ederal funds made available for capacity and infrastructure programs for fiscal year 2006, as appropriate. (3) COMPETITIVE PROGRAM.—The term ‘‘competitive pro- gram’’ has the meaning given the term in subsection (f)(1) of section 251 of the Department of Agriculture Reorganization Act of 1994 (7 U.S.C. 6971) (as added by section 7511(a)(4)). (4) COMPETITIVE PROGRAM CRITICAL BASE FUNDING.—The term ‘‘competitive program critical base funding’’ means the aggregate amount of Federal funds made available for competi- tive programs for fiscal year 2006, as appropriate. (5) H ISPANIC-SERVING AGRICULTURAL COLLEGES AND UNIVERSITIES.—The term ‘‘Hispanic-serving agricultural col- leges and universities’’ has the meaning given the term in section 1404 of the N ational Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3103). (6) NLGCA INSTITUTION.—The term ‘‘NLGCA Institution’’ has the meaning given the term in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3103). (7) 1862 INSTITUTION; 1890 INSTITUTION; 199 4 INSTITUTION.— The terms ‘‘1862 Institution’’, ‘‘1890 Institution’’, and ‘‘1994 Institution’’ have the meanings given the terms in section 2 of the Agricultural Research, Extension, and Education Reform Act of 1998 (7 U.S.C. 7601). 7USC 7 614.
