( 2 ) OTHERINFO R MA TION. —T he S ecretary, in consultation with appropriate Indian tribes, may disclose information described under paragraph ( 1 )( B ) or (2) of subsection (a) if the Secretary determines that disclosure of the information to the public— ( A ) would advance the purposes of this subtitle; (B) would not create an unreasonable ris k of harm, theft, or destruction of the resource, site, or ob j ect, including individual organic or inorganic specimens; and (C) would be consistent with other applicable laws. SEC.8107 .SE V E RABIL I TY A ND SAVIN G S P R O VISIONS. (a) SE V ERA B I L IT Y .—If any provision of this subtitle, or the application of any provision of this subtitle to any person or cir- cumstance is held invalid, the application of such provision or circumstance and the remainder of this subtitle shall not be affected thereby. (b) SAVIN GS .— N othing in this subtitle— (1) diminishes or expands the trust responsibility of the U nited States to Indian tribes, or any legal obligation or remedy resulting from that responsibility; (2) alters, abridges, repeals, or affects any valid agreement between the F orest Service and an Indian tribe; ( 3 ) alters, abridges, diminishes, repeals, or affects any reserved or other right of an Indian tribe; or ( 4 ) alters, abridges, diminishes, repeals, or affects any other valid existing right relating to National Forest System land or other public land. Section 23 7 1(d)(2) of the Food, Agriculture, Conservation, and Trade Act of 1 9 9 0 (7 U.S.C. 6 601(d)(2)) is amended by striking ‘ ‘2004 through 200 8’ ’ and inserting ‘‘2008 through 2012’’. SEC. 8202. O F FICE OF INTERNATIONAL FORESTRY. Section 240 5 (d) of the G lobal Climate Change P revention Act of 1990 (7 U.S.C. 6704(d)) is amended by striking ‘‘2007’’ and inserting ‘‘2012’’. SEC. 820 3 .E M ERGENCY FOREST RESTORATION PROGRAM. (a) E STABLISHMENT.—Title I V of the Agricultural Credit Act of 1978 (16 U.S.C. 2201 et se q .) is amended by adding at the end the following new section
