Section 81 2 2(c) of P ublic L a w 110 – 11 6 is amended by adding at the end the following

‘( 4 ) U pon a determination that all or part of the funds transferred under paragraph (1) are not necessary to accomplish the purposes specified in subsection (b), such amounts may be transferred bac k tothe‘ M ine R esistant A mbush Protected V ehicle F und ’ .’’. SEC. 9109. N otwithstanding any other provision of law, not toe x ceed $ 1 5 0,000,000 of funds made available in this chapter may be obligated to conduct or support a program to build the capacity of a foreign country’s national military forces in order for that country to conduct counterterrorist operations or participate in or support military and stability operations in which the U.S. Armed Forces are a participant: Provide d ,T hat funds available pursuant to the authority in this section shall be sub j ect to the same restrictions, limitations, and reporting requirements as funds available pursuant to section 1206 of Public Law 109–16 3 as amended.
